City of Winchester Board met July 17

The Winchester City Council held special meeting July 17, 2024 at City Hall.
Mayor McIntire called the meeting to order at 6:00 pm. with the following council in attendance: Jeff Pittman, Tina Brown, Terry Gregory, Melinda Hembrough, Bill Jacquot and City Clerk Teri Little. Alderman Ron Bell was absent.
Also, in attendance was John Paul Coonrod, City Attorney, Steve Doolin, Police Chief and Don Campbell.
Purpose of the special meeting is to go over and approve applying for the rebuild Downtown and Main Streets grant.
John Paul Coonrod, City Attorney, presented the 71-page grant application for the council to look over. This grant will cover 75% of funds with the city being responsible for 25%. This will cover the removal and replacing the concrete around the square. This is a large project that will improve the streets and the squares appearance.
The cost is $1,960,000.00 with the city portion being $490,000.00. These funds could possibly come from the TIF fund account.
MOTION: Melinda Hembrough moved and Tina Brown seconded to approve applying the Rebuild Downtown and Main Streets grant. Total $1,960,000.00 with City portion 25% $490,000.00. Roll call resulted in all yeas. Motion carried.
Terry Gregory, Alderwoman, advised that the personnel committee had met and interviewed Hunter Drake for the position of full-time city police officer. It is the committee's recommendation that he be hired. There was discussion on starting salary and it was decided upon $20.00 per hour at start and once he has completed the academy it will be raised to $21.00 per hour. He will be taking the power test soon and will start academy in August.
MOTION: Terry Gregory moved and Jeff Pittman second to approve hiring Hunter Drake at $20.00 per hour and $21.00 at end of academy. Roll call resulted in all yeas. Motion carried.
MOTION: Bill Jacquot moved and Melinda Hembrough second to adjourn at 6:50 pm. Roll call resulted in all yeas. Motion carried.
