Denise Milloy, Brandon Johnson's make-up artist, lives in South Shore home with $0 property tax bill

Denise Carter Milloy, the Chicago make-up artist who Chicago Mayor Brandon Johnson has paid $36,000 to do his make-up, lives in a South Shore home that has a $0 property tax bill.

The 1,264 square-foot, three-bedroom property at 7624 S. Oglesby Ave., owned by 89 year-old Alline A. Carter, hasn't had a property tax bill since 2011, when it was for $82, according to the Cook County Treasurer and Blockshopper.com

The home is currently assessed by Cook County at $129,000.

Illinois State Board of Elections (ISBE) voting records show four adults as currently registered to vote at 7624 S. Oglesby Ave: Alline A. Carter (89), Danita Marcie Carter (69), Denise A. Milloy (69) and Anderson L. Milloy (27).

Records show all but Anderson Milloy voted in the 2020 general election from 7624 S. Oglesby Ave. 

Denise Milloy also voted in the 2022 Democratic Primary and General Election, as well as in the 2023 Consolidated Mayoral Primary and General Election, from that address.

Cook County property owners can receive a "senior exemption" from property taxes in homes they occupy as a principal place of residence if they are over age 65 and have a total adjusted gross household income of no more than $65,000.

The senior exemption reduces a property taxpayer's assessment by $8,000, but doesn't eliminate their entire bill.

The property's tax bill was $1,180 in 2010, $646 in 2009, $569 in 2009 and $564 in 2007, Cook County Treasurer records show.

Milloy's neighbor to the south at 7626 S. Oglesby, Kenshira Taylor, paid a $2,686 propety tax bill in 2023.

Her neighbor to the north, Lionel J. Sagaille, paid $1,735 last year.

ISBE campaign finance records show Johnson paid Denise Milloy's "Makeup Majic" business more than 30 times during the last two years, including eleven payments in April, May and June for a total of $8,200, the Chicago Sun-Times reported.

In addition, the Chicago Teachers Union paid Milloy $32,000 in 2023 for "image consulting," its public filings show, as reported originally by the popular, Oak Park-based "Citizen vs. Machine" X.com account.

$60K in PPP loans

U.S. Small Business Administration (SBA) records show three PPP loans were recorded to borrowers at that address in June 2020, totaling $60,647.

Both Denise Milloy ($20,122) and Anderson Milloy ($20,200) received PPP loans, Denise for a "beauty salon" business and Anderson for his business in "New Single-Family Housing Construction."

The third loan was for an "Independent Artists, Writers, and Performers" business called "Velvet Carter," which received $20,325.

According to his Linkedin page, Anderson Milloy was a student at Jackson State University from 2025-2019. He presumably started his "New Single-Family Housing Construction" business after graduation.

A lawsuit in Cook County Circuit Court naming Anderson Milloy as a defendant indicates he enrolled in an full-time, online course at Lincoln Technical Institute in Dec. 2020. Milloy is being sued for failing to pay tuition.
