Lower West Side to receive new garden funded by Open Space Impact Fee

A new garden and public space is set to be developed on the Lower West Side following the approval of a $455,000 Open Space Impact Fee (OSIF) allocation by the City Council.

The site at 947 W. Cullerton St. spans half an acre and will feature a play area, dog run, landscaping, and public art installations.

Previously occupied by Lowenthal Metals, the location underwent environmental remediation by the U.S. EPA in 2013 before being acquired by the city. Since 2022, it has been owned by NeighborSpace land trust.

The project is funded entirely through OSIF. This program uses fees from residential construction projects to fund open space improvements aimed at mitigating the impact of new residents on community parks and related resources.
