1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:01 p.m. by City Clerk Andrea Rosedale. Upon roll call, the following were:

2. Appointment of Mayor Pro Tem
Councilman Weller moved and Councilwoman Robbins seconded that Councilman Barbier be appointed to Mayor Pro Tem for the evening’s meeting.

3. Citizens to be Heard
Keith Voogd, 609 Frazier Court, expressed opposition to the installation of sidewalks on Frazier Court.
4. Consent Agenda
Councilwoman Robbins moved and Councilman Brown seconded that the following action be taken on the Consent Agenda items:
1. Approve the Minutes of the Wheaton City Council Regular Meeting — February 18, 2025, as submitted.
2. Approve the Minutes of the Wheaton City Council Public Hearing Meeting — February 24, 2025, as submitted.
3. Adopt Resolution R—2025-14, A Resolution Authorizing the Approval and Release of Closed Session Minutes.
4. Adopt Resolution R-2025-15, A Resolution Authorizing the Destruction of Audio or Video Recordings of Closed Session Meetings.
S. Approval of an Application for a Class A Liquor License — Tequila Limon LLC d/b/a Tequila Limon — 230 W. Front Street.

9. Council Comment
Councilwoman Bray-Parker reported an upcoming Women’s History Month event in Wheaton, a collaboration between the DWA, DuPage Art League and Community Relations Commission, ”We are Women Art Exhibit,” featuring works of art from local women artists in the downtown area. She informed the public about the City’s National Social Work Month video available on social media.
Councilman Barbier thanked the League of Women Voters of Wheaton for hosting the Community Unit School District 200 and Wheaton City Council Candidates forum, and the City's Communications department for filming it for online viewing.
10. Approval of Warrant
Councilwoman Bray-Parker moved and Councilman Brown seconded that Warrant N0. 891 in the amount of $1,498,216.90, be approved.
