The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill, effective July 1, 2025, amends the Illinois Election Code to establish the Voting Rights Act of 2025 and the Language Access in Elections Article. It prohibits election policies or practices that result in disparate outcomes, aiming to protect voting rights from suppression and vote dilution, particularly for protected classes, which include racial, color, or language minority groups. The bill mandates language assistance for elections in political subdivisions with significant populations of limited-English proficiency residents. It outlines procedures for challenging electoral practices, specifies remedies for violations, and guarantees legal recourse for aggrieved parties. Additionally, it creates the Voter Outreach and Education Fund to educate voters about their rights.
Kam Buckner has proposed another 11 bills since the beginning of the 104th session.
Buckner graduated from the University of Illinois Urbana-Champaign with a BA and again from DePaul University College of Law with a JD.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
