The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill amends the Illinois Affordable Housing Act to require the Illinois Housing Development Authority and the Department of Human Services to establish a program that places social services workers in senior congregate housing projects and other affordable housing for seniors. Specifically, at least one social services worker will be staffed for every 12 senior residents. For housing projects with 12 or fewer residents, a worker must be available on site for two days each week. Projects with more than 12 residents require at least two workers on site for three days each week. These workers will assess and address residents' needs, connecting them to appropriate resources and supports.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
