City of Winchester Board met April 17

Here are the minutes provided by the board:

The Winchester City Council held special meeting April 17, 2025 at City Hall. 

Mayor McIntire called the meeting to order at 6:00 pm. with the following council in attendance: Jeff Pittman, Bill Jacquot, Terry Gregory and City Clerk Teri Little. Absent Alderman Ron Bell. 

Also, in attendance was Steve Doolin, Police Chief; Wanda Cody, Treasurer, John Paul Coonrod, City Attorney; Derrick Evans, Assistant Supt of Public Works; Denny Bangert, Rep of Local 965; Jason Rhodes, Rep of Local 965. 

Steve Doolin. Police Chief, present to discuss the department. He would like to move the officers to a flex schedule so no one is left on one shift at all times. Officer Tim Murphy will graduate the academy next week. A flex schedule will amount to one week an officer will work, for example, 32 hours and the next working 48. This will equal out to 80 hours every two weeks. Chief Doolin also would like to move to salary for him. This will allow him to work his shifts but also fill in when needed and avoid overtime. He has a lot of paperwork that he does daily. There is mandatory training that is no less that 15 hours a week, so being salaried he can allow for all this. 

John Paul Coonrod. City Attorney, advised need to do some minor housekeeping for Ordinance 989. Need to remove minor violations code that states guilty pay $10.00. Updated that any public works contracts over $25,000 must be put out for bids. Used to be $20,000. Also, updated name of banks that the city utilizes. 

MOTION: Melinda Hembrough moved and Tina Brown seconded to approve Ordinance 989. Roll call resulted in all yeas. Motion carried. 

MOTION: Terry Gregory moved and Jeff Pittman seconded to move to closed session. Roll call resulted in all yeas. Motion carried. 

MOTION: Melinda Hembrough moved and Tina Brown seconded to move to open session. Roll call resulted in all yeas. Motion carried. 

MOTION: Terry Gregory moved and Melinda Hembrough seconded to approve yearly raise for Officer Hunter Drake and Officer Amanda Smith. Roll call resulted in all yeas. Motion carried. 

MOTION: Bill Jacquot moved and Jeff Pittman seconded to move into closed session. Roll call resulted in all yeas. Motion carried. 

MOTION: Tina Brown moved and Terry Gregory seconded to move into open session. Roll call resulted in all yeas. Motion carried. 

Council approved the corrections to the Contract between the City of Winchester and Local 965 subject to approval of bargaining unit. 

MOTION: Tina Brown moved and Melinda Hembrough seconded to approve Ordinance 990. Roll call resulted in all yeas. Motion carried. 

MOTION: Terry Gregory moved and Tina Brown second to adjourn at 7:30 pm. Roll call resulted in all yeas Motion carried.
