City of Wheaton City Council met Aug. 4

Here are the minutes provided by the council:

1. Call to Order and Roll Call

The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon roll call, the following were:

3. Consent Agenda

Councilwoman Robbins moved and Councilwoman Brice seconded that the following action be taken on the Consent Agenda items:

1. Approve the Minutes of the Wheaton City Councii Regular Meeting — July 21, 2025, as submitted.

2. Pass Ordinance 0—2025-37, An Ordinance Amending the Official Motor Vehicle and Traffic Schedule Vi (Chapter 70) for the City of Wheaton — Scott Street.

3. Approve City Manager Compensation.

4. Pass Ordinance 0-2025-38, An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 6, (Alcoholic Beverages) Class M Liquor License Classification

Councilman Weller moved and Councilman Clousing seconded that 0-2025-38, An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 6, (Alcoholic Beverages) Class M Liquor License Classification, be passed.

City Manager Dzugan stated the Class M Plus license classification is recommended by the Local Liquor Commission to permit the sale of craft distilled spirits as an add on, along with wine among the products sold under a Class M license.

5. Approve Reappointment to a City Commission

Mayor Suess moved and Councilman Brown seconded that Louise Ferrebee be reappointed to the Historic Commission for a term through August 4, 2028.

6. First reading of An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 6, (Alcoholic Beverages) Deletion of Unused Liquor License Classifications

City Manager Dzugan stated the ordinance would eliminate several liquor license classifications which have been dormant for several years. He noted the licenses were so narrowly constructed, it is unlikely a future applicant would qualify for the licenses given the current limitations and definitions.

7. Adopt Resolution R-2025-63, A Resolution Authorizing the City Manager to Enter into Agreement No. 557 at a Later Date if Necessary with Earthwerks Land Improvement & Development Corporation for the 700 & 800 East Roosevelt Road Site Restoration Project for a Total Amount Not to Exceed $260,900 and a 10% Contingency

Councilwoman Bray-Parker moved and Councilman Brown seconded that R-2025-63, A Resolution Authorizing the City Manager to Enter into Agreement No. 557 at a Later Date if Necessary with Earthwerks Land improvement & Development Corporation for the 700 & 800 East Roosevelt Road Site Restoration Project for a Total Amount Not to Exceed $260,900 and a 10% Contingency, be adopted.

City Manager Dzugan reported two bids for grading and seeding the property on the south side of Roosevelt east of Chase were received. He reported that the City had the property owner in court to get the building demolished, and now the City seeks restoration. He stated while the owner began work on Friday, if it is not completed, staff requests Council authorization to enter into this agreement later if needed.

City Attorney Didier responded to Councilwoman Bray-Parker, stating that the restoration timeline depends on weather, but if no work occurs, the City will take over.

City Attorney Didier confirmed to Councilman Weller that costs would be recovered via a lien on the property.

8. Adopt Resolution R-2025-64, A Resolution Authorizing the Execution of Agreement No. 558 with the Tidy Queens for Janitorial Services for City Facilities for a Total Amount Not to Exceed $258,649.46

Councilman Brown moved and Councilman Clousing seconded that R—2025—64, A Resolution Authorizing the Execution of Agreement N0. SS8 with the Tidy Queens for Janitorial Services for City Facilities for a Total Amount Not to Exceed $258,649.46, be adopted.

City Manager Dzugan stated the City has had poor experiences with contracted cleaning services selected through low-bid. He stated to improve the selection process staff developed an RFP document and review process which led to four finalists from seven responses. He noted The Tidy Queens is recommended for aligning their work hours with industry standards, on-site supervision, preemployment screening, and positive references, especially from medical facilities. He confirmed staff will evaluate the services before the one—year expiration and if necessary, consider alternatives, including more expensive in—house cleaning staff.

9. Council Comment

Mayor Suess invited Chief Youker to discuss National Night Out, set for Tuesday, August 5, 2025, at Northside Park from 5pm to 8pm. Chief Youker reported the event will feature activities for kids and families, and a helicopter appearance. He stated many Wheaton businesses made food donations and contributed towards activities for all to enjoy.

10. Approval of Warrant

Councilwoman Bray-Parker moved and Councilwoman Robbins seconded that Warrant No. 901 in the amount of $1,546,288.96, be approved.

11. Closed Session
