Village of Brighton Village Board will meet on October 6.

F. Mayor Report: 

       1) Fall Fest totals.

       2) Issued WEX cards for each vehicle, assigned PIN numbers to employees who will use them.

       3) Piasa Road Oil was the only bid received for MFT roadwork on various streets. $53,460.00 plus cost of aggregate.

       4) IDOT’s Local Program Funding Project has awarded the Village of Brighton $80,000 of the requested $100,000 for improvements to the intersection at Main and Center Streets (RR Crossing)

G. Public Comment: Per ORD. 2025-05, citizens may have 5 MINUTES of uninterrupted speech in regard to items of proposed business. Please state your name before starting your comment.

COMMITTEE REPORTS

A. Community Development Committee-9/9/25 Meeting Minutes. (VV)

      1. Action Item: Approve moving Community Development meeting date to the fourth Thursday of the month. (VV)

B. Park Committee-9/11/25 Meeting Minutes: (VV)

C. Public Safety-9/15/25 Meeting Minutes: (VV)

      1. Action Item: Purchase a new Police cruiser from Morrow Bros. ($45,000) and have equipment installed ($8000). Total cost is not to exceed $55,000. (RC)

      2. Action Item: Purchase new tasers at a cost of $9000. (RC)

      3. Action Item: Purchase ammunition at a cost of $350. (RC)

D. Public Works-9/22/25 Meeting Minutes: (VV)

     1. Action Item: Switch to Census’ new meter reading software, maintenance cost remains the same. The new Flex Read will require purchasing two cellular devices to accommodate the new software-$19.99/each, plus a cost of $34.99/each per month. (RC)

E. Zoning Committee-9/16/25 Meeting Minutes. (VV)

     1. Zoning Permits Approved: Zoning Permit #22: 802 Randall Dr-Carport; Zoning Permit #23: 1782 W County Line Rd-Pole Barn. (VV)

OLD BUSINESS

A. 103 School St: Scott Watts progress report.

B. Motion to take purchasing new SCADA program/equipment off the table. (VV)

      Discuss/Possible Action: SCADA (Supervisory Control and Data Acquisition) equipment will cost up to $80,000. (RC)

C. Discuss/Possible Action: Ongoing Municipal building repairs.

      1. North wall tuckpointing began 9/12/25. 12,16,17,18,22,23(1/2day),24 (1/2day?),25,29,30

      2. Contacting Ameren to quote upgrading lighting to ballast free LED lights. Quote is free.

D. Action Item: Approve Ordinance 2025-12 regulating Peddlers, Hawkers and Solicitors in the Village, establish new fees and institute a no-knock registry. (RC)

NEW BUSINESS

A. Discuss: The State Fire Marshall red tagged the diesel and gas tanks. We cannot use either tank at this time. Illinois Oil Marketing Equipment and Superior Equipment Co. are compiling quotes for both tanks to be decommissioned.

B. Discuss/Possible Action: Sign fireworks contract with American Patriot Pyro. 1 or 3 year options available. (RC)

C. Discuss/Possible Action: Approve spending $250 for Village of Brighton Trunk or Treat handouts. (RC)

D. Discuss/Possible Action: Approve O&M and Resolution R2-2025 for Rural Development loan. (RC)

E. Discuss/Possible Action: Approve sending the Treasurer to Illinois Municipal Treasurers Institute at a cost of $410 plus room and expenses. (RC)

F. Action: Approve pay request as submitted by Heneghan & Associates: expenses for water project. (approval only, no payment at this time). (RC)
