1. Motion that the Village Board approve of a Liquor license (Class A, Class E, Class L, Class G and Class K) submitted to The Village of Cherry Valley from AHM Investments, LLC El Vallarta Sports Bar & Grill, 7140 Harrison Ave., Rockford, IL 61112 for the remaining FY 2025-2026.
2. A Special Presentation from Michele Kimes of the Coyle Kiley Insurance Agency regarding Blue Cross / Blue Shield Health Insurance Plans for the period starting December 1, 2025 through November 30, 2026 along with Dental, Vision and Flex Spending Plans for the period of January 1, 2026 – December 31, 2026.

1. Motion that the Village Board consider this the second and final reading of AN ORDINANCE AMENDING THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 1, GENERALLY, SECTION 2-119(d) AND SECTION 2-120(d).
2. Motion that the Village Board pass and approve Ordinance 2025-32: AN ORDINANCE AMENDING THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 1, GENERALLY, SECTION 2-119(d) AND SECTION 2-120(d).
3. Motion that the Village Board consider this the second and final reading of AN ORDINANCE OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING SECTION 6.7 SOCIAL MEDIA AT WORK OF THE PERSONNEL POLICY MANUAL.
4. Motion that the Village Board pass and approve Ordinance 2025-33: AN ORDINANCE OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING SECTION 6.7 SOCIAL MEDIA AT WORK OF THE PERSONNEL POLICY MANUAL.
5. Motion that the Village Board consider this the second and final reading of AN ORDINANCE OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING SECTION 4-3 CELL PHONES OF THE PERSONNEL POLICY MANUAL.
6. Motion that the Village Board pass and approve Ordinance 2025-34: AN ORDINANCE OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING SECTION 4-3 CELL PHONES OF THE PERSONNEL POLICY MANUAL.
7. 10.Motion that the Village Board consider this the first reading of AN ORDINANCE FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING THE CODE OF ORDINANCES CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 3, GENERALLY, SECTION 2-174, FULL TIME ADMINISTRATIVE ASSISTANT AND DIVISION 4, GENERALLY, SECTION 2-204, DUTIES.
PUBLIC WORKS REPORT BY TRUSTEE MIKE NEVILLE:
1. Motion that the Village Board approve hiring Four Seasons, Loves Park, IL to install Holiday Lights in the downtown area for the upcoming Holiday Season at a cost of $10,500.00 from line item 5170 Public Works (includes installation, removal, storage of all holiday lighting and materials).
2. Motion that the Village Board approve Change Order #34 from DPI Construction, Pecatonica, IL to Install a Raw Waterline (for testing purposes) in Well House #7 at a cost of $3,273.60 from line item 5400 Water.
3. Motion that the Village Board approve Change Order #35 from DPI Construction, Pecatonica, IL to Install an air line from the well house to the well head at a cost of $3,161.33 from line item 5400 Water.
4. Motion that the Village Board approve the purchase and installation of replacement batteries for the village’s Battery Backup Server System from JCWIFI.COM Computer Dynamics, Freeport, IL at a total cost of $3,217.00 from line item 5375 Capital Improvements.
5. Motion that the Village approve PER MAR SECURTY SERVICES, Loves Park, IL to install an AES Radio Communicator for Cell Communication for Fire Alarm Monitoring, along with General Monitoring and Annual Fire Inspections in Well House #7 at a cost of $1,511.53 from line item 5405 Water.
PUBLIC SAFETY REPORT BY TRUSTEE SCOTT KRAMER:
1. Motion that the Village Board approve Patrol Officer Brian Harrison to attend a training workshop entitled “ASP Instructor Certification” at the McHenry County Regional Training Center in McHenry, IL December 9th through December 11th, 2025.
• Registration is $100.00 from line item 5195 Police (reimbursed after completion of training).
• Meals are $50.00 per day for a total cost of $150.00 from line item 5200 Police.
2. Motion that the Village Board approve a Coaching Services Agreement with LAW ENFORCEMENT COACHING, LLC. This service allows full-time officers to participate with coaching services funded through the Recruit and Retention Grant.
