Chicago seeks proposals for new driver resource center supporting public chauffeurs

Mayor Brandon Johnson and the Chicago Department of Business Affairs and Consumer Protection (BACP) have announced a Request for Proposals (RFP) seeking an organization to operate a Driver Resource Center (DRC) for licensed Public Chauffeurs in Chicago, including Transportation Network Provider (TNP) drivers. The center will provide direct representation, support, outreach, and education services to all BACP-licensed public chauffeurs.

“Chicago remains at the forefront of protecting workers’ rights,” said Mayor Brandon Johnson. “I am proud to introduce a program designed to offer Public Chauffeurs education, outreach, and support regarding their rights. Every worker deserves access to services that are tailored to their language and culture, and this new resource will be a valuable asset to the drivers who keep Chicago moving and vibrant.”

“Public Chauffeurs play a vital role in the City’s workforce, providing essential transportation services to residents and visitors,” said BACP Commissioner Ivan Capifali. “The Driver Resource Center highlights BACP’s continued commitment to equipping workers across all sectors with the resources and support necessary for their success.”

The selected organization will be responsible for outreach, education, and information on the public chauffeur industry, including BACP licensure, best practices, and safety issues. BACP will continue to offer access to TNP platforms as well as training that addresses cultural and language needs.

The DRC will assist chauffeurs in filing complaints or making referrals to appropriate government agencies if their legal rights are violated, and may also provide legal assistance for civil litigation. The center aims to expand outreach on worker rights and education for TNP drivers by collaborating with community partners.

Proposals must be submitted by noon on November 5, 2025. An optional virtual pre-submittal conference is scheduled for October 22, 2025, at 11:00 a.m., where applicants can learn more about the RFP process and scope of services.

The initial contract period runs from January 1, 2026, through December 31, 2026, with $250,000 available in funding and up to two possible one-year extensions.
