Criminal organizations in Mexico are reportedly offering bounties for the murder of U.S. federal law enforcement officers, according to the U.S. Department of Homeland Security (DHS). Intelligence suggests that these groups, in collaboration with domestic extremist factions, have placed targets on personnel from U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP).
The DHS has revealed that these criminal networks have directed their U.S.-based affiliates, including street gangs in Chicago, to monitor and attack federal agents. Specific details from ongoing investigations highlight the use of "spotters" by gang members in areas like Chicago's Pilsen and Little Village neighborhoods. These individuals are positioned on rooftops with firearms and radios to track ICE and CBP movements, facilitating ambushes during operations such as Operation Midway Blitz.
A structured bounty system has been introduced by cartels to encourage violence against federal personnel. The system offers $2,000 for intelligence gathering or doxxing agents, $5,000–$10,000 for kidnapping or non-lethal assaults on standard officers, and up to $50,000 for assassinating high-ranking officials.
In cities like Portland and Chicago, Antifa groups have reportedly provided logistical support including protest supplies and interference tactics to protect cartel-linked individuals from deportation.
"These criminal networks are not just resisting the rule of law; they are waging an organized campaign of terror against the brave men and women who protect our borders and communities," said Secretary Kristi Noem. She emphasized that DHS agents face threats such as ambushes and drone surveillance but remain committed to enforcing laws passed by Congress.
The DHS urges sanctuary state and local leaders to stop policies that embolden criminals. The public is encouraged to report suspicious activities like rooftop surveillance or organized protests obstructing federal operations through the DHS Tip Line at 1-866-DHS-2-ICE or via the ICE website.
