PRESIDENT’S REPORT: DAVID SCHROEDER

1. Motion that the Village Board pass and approve Resolution 2025-11: A RESOLUTION OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS AUTHORIZING THE VILLAGE TO ENTER INTO A LETTER AGREEMENT WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION TO IDOT IMPROVEMENT PROJECT AT U.S. 20 (HARRISON AVENUE) AND MILL ROAD.

2. Motion that the Village Board approve the appointment of Heather Riley to serve as the Village Clerk for the Village of Cherry Valley, Illinois at a starting wage of $28.00 per hour with a start date of October 21, 2025.

ORDINANCE REPORT BY TRUSTEE NANCY BELT:

1. Motion that the Village Board consider this the second and final reading of AN ORDINANCE FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING THE CODE OF ORDINANCES CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 3, GENERALLY, SECTION 2-175, PART TIME DESK RECEPTIONIST.

2. Motion that the Village Board pass and approve Ordinance 2025-36: AN ORDINANCE FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING THE CODE OF ORDINANCES CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 3, GENERALLY, SECTION 2-175, PART TIME DESK RECEPTIONIST.

3. Motion that the Village Board pass and approve Ordinance 2025-37: AN ORDINANCE FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS AMENDING THE CODE OF ORDINANCES CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 3, GENERALLY, SECTION 2-174, FULL TIME ADMINISTRATIVE ASSISTANT AND DIVISION 4, GENERALLY, SECTION 2-204, DUTIES.

5. Motion that the Village Board consider this the first reading of AN ORDINANCE AMENDING VARIOUS PROVISIONS OF CHAPTER 82 – ZONING, OF THE CODE OF ORDINANCES OF THE VILLAGE OF CHERRY VALLEY TO ALLOW FOR THE RETAIL SALE OF FIREARMS/AMMUNITION AS A SPECIAL USE IN THE COMMERCIAL COMMUNITY (CC) ZONING DISTRICT.

PUBLIC WORKS REPORT BY TRUSTEE MIKE NEVILLE:

1. Motion that the Village Board approve the following employees (Garrett Anderson, Catherine O’Hearn, Heather Riley and Andy Wesseln) to attend the 20th Annual Illinois Rural Water Association Northern Conference held in Rockford, IL on October 28 & 29, 2025 at a cost of $165.00 per person for a total cost of $660.00 from line item 5195 Water.

2. Motion that the Village Board approve the additional rental period of a portable manlift to assist with the painting and maintenance of the village’s decorative street lights with Sunbelt Rentals, Rockford, IL at a cost of $603.36 from line item 5175 Public Works.

PUBLIC SAFETY REPORT BY TRUSTEE SCOTT KRAMER:

1. Motion that the Village Board approve Administrative Sergeant Victor Crouch to attend a training workshop “School of Police Staff and Command” at Sauk Valley Community College, Dixon, IL March 2nd – April 3rd and then April 20th – May 22, 2026 at a cost of $4,700.00 from line item 5195 Police.

2. Motion that the Village Board approve the Cherry Valley Police Department’s participation in Mindbase, a division of Versaterm, Mesa, AZ. A proactive wellness platform that is able to integrate with the computer dispatch system (CAD) for purposes of cultivating wellness within the police department, pending village attorney’s review. (Costs of $9,766.00 are covered through the Recruit & Retention Grant).

FINANCE REPORT BY TRUSTEE BRANDI PEARSE:

1. Motion that the Village Board approve the Illinois Municipal League Risk Management Association 2026 Min/Max Contribution for the village’s insurance at a cost of $183,947.48 from line item 5110 General Insurance (all departments).

2. Motion that the Village Board approve the bills reviewed and approved by the Budget Director on October 21, 2025 and reviewed and approved by the village trustees present at the October 21, 2025 Village Board Meeting at a total amount of $240,283.31.

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE CARL WEDIG: No Report.

PERSONNEL, COMPENSATION, BENEFITS REPORT BY TRUSTEE SALLY HOLLEMBEAK:

1. Motion that the Village approve the renewal of the Village’s Group Medical Plans with Blue Cross / Blue Shield of Illinois (Plans RPPC2423 PPO and RPEQ1Z07224 H.S.A.) for the period of December 1, 2025 – November 30, 2026.

2. Motion that the Village Board approve the renewal of the Village’s Delta Dental Plan, Delta Vision Plan and Flex Spending Plan for the period of January 1, 2026 – December 31, 2026.
