Chicago proposes land sale for police torture victims memorial in Washington Park

A memorial dedicated to victims of police torture is planned for Washington Park, following a land sale proposal submitted to the City Council by Mayor Brandon Johnson. The proposed transaction would transfer four lots located at 5520-38 S. Martin Luther King Jr. Drive to the Chicago Torture Justice Memorials Foundation, with each lot priced at $1. The combined value of the land is $234,481.

The foundation intends to use the site to honor survivors of torture carried out under former Chicago Police Department officer Jon Burge. Plans for the memorial project include a 22-foot-tall structure, landscaping, open space, seating, and lighting features. The total estimated cost for the project is $4.7 million. JAQ Corp and Greenprint Partners are leading the design efforts.
