A. Call To Order/Pledge of Allegiance: 7PM
B. Attendance: P-Present A-Absent
C. Approval of Board Minutes 9/8/25: Motion by Aaron Mead, 2nd by Don Little. Motion carried 6-0.
D. Approval of Treasurers Report: Motion by Aaron Mead, 2nd by Jim Winslade. Motion carried 6-0.
E. Approval of Bills: Motion by Aaron Mead, 2nd by Bradley Arnold. Motion carried 6-0.
F. Mayor Report: 1) Fall Fest totals.
2) WEX cards have been placed in each vehicle and employees who will use them have been assigned PIN numbers.
3) Piasa Road Oil will start on various streets on Tuesday, October 7, 2025.
4)IDOT's Local Program Funding Project has awarded the Village of Brighton $80,000 for improvements to the intersection at Main and Center Streets.
G. Public Comment: Per ORD. 2025-05, citizens may have 5 MINUTES of uninterrupted speech in regard to items of proposed business. Please state your name before starting your comment.
COMMITTEE REPORTS
A. Community Development Committee-9/9/25 Meeting Minutes. Motion by Aaron Mead, 2nd by Don Little. Motion carried 6-0.
1. Motion was made by Don Little to approve moving Community Development meeting date to the fourth Thursday of the month. 2nd by Arron Mead. Motion carried 6-0.
B. Park Committee-9/11/25 Meeting Minutes: Motion by Arron Mead, 2nd by Bradley Arnold. Motion carried 6-0.
C. Public Safety-9/15/25 Meeting Minutes: Motion by Aaron Mead, 2nd by Marcella Wilfong. Motion carried 6-0.
1. Don Little made the motion to purchase a new Police cruiser from Morrow Bros. and have equipment installed. 2nd by Marcella Wilfong. Motion carried 6-0.
2. Jim Winslade made the motion to purchase new tasers. Aaron Mead 2nd the motion. Motion carried 6-0.
3. Don Little made the motion to purchase ammunition. 2nd by Aaron Mead. Motion carried 6-0.
D. Public Works-9/22/25 Meeting Minutes: Motion by Aaron Mead, 2nd by Jim Winslade. Motion carried 6-0.
1. Aaron Mead made the motion to switch to Census' new meter reading software, maintenance cost remains the same. The new Flex Read will require purchasing two cellular devices to accommodate the new software. 2nd by Jim Winslade. Motion carried 6-0.
E. Zoning Committee-9/16/25 Meeting Minutes. Motion by Aaron Mead, 2nd by Bradley Arnold. Motion carried 6-0.
1. Zoning Permit #22: 802 Randall Dr-Carport; Zoning Permit #23: 1782 W County Line Rd-Pole Barn. Motion by Aaron Mead, 2nd by Marcella Wilfong. Motion carried 6-0.
OLD BUSINESS
A. Scott Watts was gone for 2 weeks for work. He has added metal sheets to the roof on the west side. Time frame he gave was 30 days or soon for the southwest side to be full covered.
B. Motion to take purchasing new SCADA program/equipment off the table. Motion by Aaron Mead, 2nd by Marcella Wilfong. Motion carried 6-0.
Discuss/Possible Action: SCADA (Supervisory Control and Data Acquisition) equipment will cost up to $80,000. Motion by Aaron Mead, 2nd by Bradley Arnold. Motion carried 6-0.
C. Discuss/Possible Action: Ongoing Municipal building repairs.
1. North wall tuckpointing began 9/12/25. 12,16,17,18,22,23(1/2day),24 (1/2day?),25,29,30
2. Contacting Ameren to quote upgrading lighting to ballast free LED lights. Quote is free.
D. Motion made by Don Little to approve Ordinance 2025-12 regulating Peddlers, Hawkers and Solicitors in the Village, establish new fees and institute a no-knock registry. 2nd by Aaron Mead. Motion carried 6-0.
NEW BUSINESS
A. The State Fire Marshall red tagged the diesel and gas tanks. Will be looking into seeing if the removal of the tanks would be cheaper.
B. Don Little made a motion to sign fireworks contract with American Patriot Pyro. 1 year. 2nd by Aaron Mead. Motion carried 6-0.
C. Motion made by Aaron Mead to approve spending $250 for Village of Brighton Trunk or Treat handouts. 2nd by Jim Winslade. Motion carried 6-0.
D. Aaron Mead made the motion to approve O&M and Resolution R2-2025 for Rural Development loan. 2nd by Jim Winslade. Motion carried 6-0.
E. Motion made by John Bramley to approve sending the Treasurer to Illinois Municipal Treasurers Institute. 2nd by Aaron Mead. Motion carried 6-0.
F. Motion made by Aaron Mead to approve pay request as submitted by Heneghan & Associates: expenses for water project. 2nd by Don Little. Motion carried 6-0.
ADJOURNMENT: Aaron Mead made a motion to adjourn, 2nd by John Bramley. Motion carried 6-0.
