The petition was filed against Felecia Norwood, director of the Department of Healthcare and Family Services; Michael Hoffman, director of the Department of Central Management Services; Michael Frerichs, treasurer of the state of Illinois; and Susana Mendoza, comptroller of the state of Illinois.
