II. CALL TO ORDER: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:07 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM

Clerk Assistant Karen Bellendir called the roll:

Present: Trustees Mr. Caporusso, Mr. Johnson, Ms. McLean, Mr. Ruhl, Ms. Special, and Mr. Ybarra

The Clerk Assistant declared a quorum was present.

1. MR. JOHNSON STATED HE RECEIVED A REPORT FROM RON HELLER’S OFFICE THAT EMPLOYEE 1099’S AND W-2’S ARE AVAILABLE

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Mr. Caporusso, Chair)

1. MR. CAPORUSSO REPORTED SINCE THE LAST BOARD MEETING, THERE HAVE BEEN NINE WATER MAIN BREAKS

2. MR. CAPORUSSO STATED THE WATER DIVISION COMPLETED 46 SERVICE CALLS

3. MR. CAPORUSSO REPORTED THE SEWER DIVISION CLEANED OUT FOUR STORM DRAINS AND TWO SANITARY DRAINS

4. MR. CAPORUSSO STATED THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY (E.P.A.) CONDUCTED A RANDOM INSPECTION OF THE VILLAGE’S COMBINED SEWER OVERFLOWS THAT DISCHARGE INTO THE DES PLAINES RIVER. THE VILLAGE SHOULD RECEIVE THE REPORT OF ANY FINDINGS OR VIOLATIONS IN ABOUT FOUR WEEKS

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. MR. RUHL REPORTED ON JANUARY 12, THE FRANKLIN PARK FIRE DEPARTMENT ALONG WITH ASSISTANCE FROM SIX SURROUNDING TOWNS RESPONDED TO A HOUSE FIRE ON THE 3500 BLOCK OF GEORGE STREET

D. STREETS, ALLEYS AND FLEET MAINTENANCE COMMITTEE (Mr. Ybarra, Chair)

1. MR. YBARRA REPORTED 31 TONS OF COLD PATCH HAS BEEN APPLIED TO FIX POT HOLES

2. MR. YBARRA REPORTED ON THE VEHICLE/NON-VEHICLE REPAIRS THE FLEET DIVISION HAS PERFORMED

3. MR. YBARRA STATED AGENDA ITEM #6 IS FOR THE CONSTRUCTION AND ENGINEERING DESIGN FOR THE 2017 ROADWAY IMPROVEMENT PROJECT. THIS WILL ALLOW THE STREETS SELECTED TO BE SHOVEL READY IF THE BOARD APPROVES IN THE SPRING/SUMMER OF THIS YEAR

4. MR. YBARRA REPORTED TWO HANDICAPPED SIGNS, SIX STREET NAME SIGNS, FOUR STOP SIGNS, ONE COMBO SIGN, TWO YIELD SIGNS, AND ONE RAILROAD SIGN HAVE BEEN INSTALLED

E. PROPERTY, PLANNING, ZONING, AND BUILDING COMMITTEE (Ms. Special, Chair)

1. MS. SPECIAL STATED AGENDA ITEM #5 IS A TEXT AMENDMENT ORDINANCE ZBA 16-25 WHICH INCLUDES THE REMOVAL OF A PERMITTED USE IN THE C-3 GENERAL COMMERCIAL DISTRICT THAT ALLOWS RENTAL REPAIR AND SERVICING OF TRUCKS AND FARM EQUIPMENT. SECONDLY, THE ADDITION OF OFF-STREET PARKING REQUIREMENTS FOR AUTOMOBILE REPAIR

F. HEALTH, HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Ms. McLean, Chair)

1. MS. MCLEAN ANNOUNCED SHE IS LEADING A PRESENTATION FOR THE UPCOMING NEIGHBORHOOD WATCH MEETING

Motion made by Mr. Caporusso, seconded by Mr. Johnson to approve the Consent Agenda.

He would like a committee put together for the re-design of the signs
