PUBLIC TESTIMONY

Authorization as a public speaker shall only be granted to those individuals who have submitted in writing, their name, address, subject matter, and organization (if any) to the Secretary 24 hours in advance of the meeting. Duly authorized public speakers shall be called upon to deliver testimony at a time specified in the meeting agenda. Authorized public speakers who are not present during the specified time for public testimony will forfeit their allotted time to speak at the meeting. Public testimony must be germane to a specific item(s) on the meeting agenda, and the testimony must not exceed three minutes; the Secretary will keep track of the time and advise when the time for public testimony has expired. RESOLUTION

ESTABLISHING THE LOCATION OF OFFSITE BOARD MEETINGS FOR 2017

WHEREAS, in accordance with Title 1, Chapter 5, Section 4-(a), the Forest Preserve District of Cook

FPD Board of Commissioners BOARD AGENDA - Final April 11, 2017 County (the “Forest Preserve”) Code of Ordinances, the Board of Commissioners (the “Board”) shall hold regular meetings pursuant to an annual calendar adopted by resolution of the Board; and

WHEREAS, in accordance with Section 2.02 of the Illinois Open Meetings Act, every public body shall give public notice of the schedule of regular meetings at the beginning of each calendar or fiscal year and shall state the regular dates, times and places of such meetings; and

WHEREAS, the Forest Preserve Board satisfied its statutory and local ordinance obligations to publish notice of its schedule of regular meetings for calendar year 2017 by passing Resolution 16-0495 at the regular meeting of the Forest Preserve Board on December 13, 2016, and

WHEREAS, it was indicated in Resolution 16-0495 that the Board plans to conduct at least three of its regular meetings on March 9, 2017; May 11, 2017; and July 20, 2017 in locations other than the County Building Room 569, 118 North Clark Street, Chicago, Illinois, 60602, which is where the other regular meetings for calendar year 2017 are scheduled to be held; and

WHEREAS, the Forest Preserve Board now wishes to publicize the locations in which the regular meetings scheduled for March 9, 2017, May 11, 2017, and July 20, 2017 are to be held.

NOW, THEREFORE, BE IT RESOLVED by the Forest Preserve Board:

1. That the Forest Preserve Board shall hold a regular meeting of the Board on Thursday, March 9, 2017 at the Forest Preserve Volunteer Resource Center located at 6100 N. Central Avenue, Chicago, Illinois 60646.

2. That the Forest Preserve Board shall hold a regular meeting of the Board on Thursday, May 11, 2017 at the Forest Preserve Dan Ryan Woods Pavilion located at 8659 S. Western Avenue, Chicago, Illinois 60620 Chicago Botanic Garden located at 1000 Lake Cook Road, Glencoe, Illinois 60022.

3. That the Forest Preserve Board shall hold a regular meeting of the Board on Thursday, July 20, 2017 at the Chicago Botanic Garden located at 1000 Lake Cook Road, Glencoe, Illinois 60022 Forest Preserve Dan Ryan Woods Pavilion located at 8659 S. Western Avenue, Chicago, Illinois 60620.

4. That the time for holding the regular meetings referenced above in items 1-3 of this Resolution is 11:00 a.m., local time.

5. That the same dates listed here will be used to schedule the following standing committee meetings of the Forest Preserve Board, set to begin at 10:30 a.m., local time: a) the Committee on Rules; and b) the Committee on Finance.

Summary: Contract #17-31-105 is a Request for Proposals for professional engineering services to study, define, and propose practices to mitigate non-point source (i.e., stormwater runoff) pollution at the Powderhorn Lake site in Burnham. Understanding and mitigating stormwater impacts will allow the Preserves to improve and restore the hydrology of the site, thereby halting the degradation of this important native fish and migratory bird habitat. The Preserves received a total of four (4) proposals. The Preserves assembled a review panel which consisted of various Preserve staff, who considered Hey & Associates’ proposal the most responsive, with particular strengths in experience, expertise and performance capacity as it related to the work as requested in the contract specifications. The project is being partially funded through a grant received from the Illinois Department of Natural Resources’ Coastal Management Program, which was previously approved by the Board of FPD Board of Commissioners BOARD AGENDA - Final April 11, 2017 Commissioners on 12/13/2016.

PROPOSED LICENSE REQUEST

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”), as Licensor to grant a License to Wide Open West d/b/a WOW!, Grantee, to locate, operate and maintain four thousand three hundred (4,300) linear feet of aerial fiber optic line on an existing ComEd utility pole line approximately three hundred and fifty (350) feet north of Lawrence Avenue from Des Plaines River Road to East River Road in the Catherine Chevalier Woods Forest Preserve. The proposed fiber optic line will connect Verizon Wireless cellular towers for public telecommunication purposes. The existing ComEd utility pole line was granted by License 713 in 1967 and last renewed in 2017 for a ten (10) year term.

PROPOSED LICENSE REQUEST

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”), as Licensor to grant a License to the Village of Riverside, Grantee, to locate, operate and maintain thirty seven (37) linear feet of 24-inch storm sewer and outfall structure to the Des Plaines River in the Salt Creek Preserves, between First Avenue and the Des Plaines River at the BNSF Railroad, between Ogden and 31st Street. The proposed sewer is part of a project to improve water quality in the Des Plaines River watershed by separating stormwater runoff from the existing combined sewer, which will relieve flooding and reduce combined sewer overflow discharge into the Forest Preserve and the river.

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”) to enter into an agreement

Reason: Contact 17-40-401 is a request for boat concessions at the Maple Lake Boat House. The selected vendor, Chicago River Canoe and Kayak, was determined to be the most responsive and responsible of the two (2) respondents to operate the facility. Chicago River Canoe and Kayak will be responsible for maintaining and providing kayak, canoe and rowboat rentals and concessions at the Maple Lake Boat House. The contract term is for a period of three (3) years, with two (2) two-year renewal options.

Summary: Samaritan is a website provider for eCoordinator & eRecruiter which serves as both a volunteer database and an online volunteer recruitment tool. It is the foundation for the Forest Preserve’s volunteer recruitment initiatives and also serves as a volunteer recordkeeping, reporting and communication link. The Forest Preserve also uses Samaritan’s services for tracking employee trainings. There are currently about 5,000 users of the Samaritan system. This is a request for an emergency contract extension. The Forest Preserve will issue a Request for Proposals in 2017.

Proposed Contract Period Extension: The agreement currently has a continuous term without a termination date. Summary: In 1922, the Forest Preserve and GGC entered into an agreement relating to the use and operation of certain property comprising approximately 66 acres of Forest Preserve property as part of a public golf course to which both the Forest Preserve and the Village of Glencoe each contributed land. The Forest Preserve renegotiated the original agreement, as reflected in the proposed amendment, to (1) revise the financial consideration that GGC should pay to the Forest Preserve, and (2) establish a termination date for the use by GGC of Forest Preserve property.

Summary: MWRD, under an agreement with the United States Army Corps of Engineers (Corps) for the design and construction, proposes to repair, rehabilitate, and replace the Lyons Levee to protect against a 100-year flood event. In April 2013, floodwater from the Des Plaines River overtopped the Lyons Levee and flooded a portion of the Village of Forest View. The FPCC acquired the property containing the Lyons Levee along the Des Plaines River from MWRD in 1950. The conveyance deed provided that the grantee (the FPCC) would continue to maintain the existing or new levees. The proposed 11.21 acre permanent easements and 1.05 acre temporary easement will provide access and right of entry to MWRD and the Corps for the construction, operation and maintenance of the levee. The proposed agreement is subject to final review and approval by the FPCC’s Legal Department.

The underpass repairs and other related trail repairs would enhance the popular 8.1 mile loop trail that connects to the Sag Valley Trail System. The repair of this underpass would ensure that visitors have a safe and convenient way to connect to the trail system and would contribute to the overall enhancement of the trail system.

The Central States Dahlia Society presents its annual plant and root sale. The sale features dahlias in an array of sizes, shapes, and colors. This is a great opportunity to purchase dahlias seen on display at the society's annual show in September. Society members will be available to answer questions and provide written information about dahlia planting and care.
