Illinois Labor Relations Board Local Panel met July 11.

I. Opening of Meeting 10:00 a.m.—160 North LaSalle Street, S-401, Chicago, IL
II. Present
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Kimberly Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members.
III. Approval of Minutes of Regular Meeting Held June 8, 2017
Chairman Gierut called for approval of the minutes of the June 8, 2017 meeting. Member Anderson moved to approve the minutes. Chairman Gierut seconded. The Board passed the motion unanimously, by a voice vote.
Iv. Board Actions
1. Case No. L-CA-16-084
Shelley Kaplan/City of Chicago (Department of Police)
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CB-16-055
Shelley Kaplan/Fraternal Order of Police, Lodge #7
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. L-CA-17-011
Kalavetta Mitchell/County of Cook and Sheriff of Cook County
Associate General Counsel Hamburg-Gal called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
4. Case No. L-CA-17-020
Dudlita Prewitt/City of Chicago (Department of Family Support Services)
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Anderson moved to accept the Executive Director dismissal. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
V. Review of Proposed Written Decisions and Orders
1. Case No. L-CB-17-006
Karen Lindberg/Service Employees International Union, Local 73
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CA-17-026
Shadonna Davis/County of Cook and Sheriff of Cook County
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. L-CB-17-026
Geramy Webster/Amalgamated Transit Union, Local 308
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. Executive Session
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VII. Public Comment
No members of the public were present.
VIII. Adjournment
Chairman Gierut called for a motion to adjourn. Chairman Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
