Illinois Guardianship and Advocacy Commission Human Rights Authority Chicago Region met Jan. 16.

Here is the minutes provided by the Authority:

PRESENT: Ashley Casati, Regina Pessagno, Alicia Chin and Andrea Vernon-Cwik

ABSENT: Sheila Orr, Eric Mathiasen, Paul Porter and Michael Shukis

STAFF: Jon Burnet, Coordinator Guests:

The regularly scheduled meeting of the Human Rights Authority, Chicago Region was called to order at 5:46 p.m. by the Chicago Region Chair, Ashley Casati.

It was determined that a quorum was not present but that appropriate business could be conducted. Ashley read the confidentiality statement

Minutes: Minutes from the December 5, 2017 meeting will be approved at the next meeting with a quorum.

NEW BUSINESS

Ratifications for case acceptance:

New complaints:

18-030-9006 The complaint regards an incident in 2001 when a patient was alleged to be told he was being admitted to the hospital for a respiratory ailment but was involuntarily admitted to a psychiatric unit. The case was previously not accepted without a release, which has since been received. Annie moved to not accept the case based on the amount of time lapsed. Alicia seconded and the motion will be ratified at the next meeting with a quorum.

18-030-9025 A patient was made to give up his bracelets on admission and when he argued to keep them security guards threw him to the ground, put him in a chokehold and gave him an injection. Alicia moved to accept the case for investigation. Annie seconded and the motion will be ratified at the next meeting with a quorum.

18-030-9026 A patient was given emergency forced medications for not eating while her chart showed that she was in fact having some meals. Gina moved to accept the case for investigation.

Annie seconded and the motion will be ratified at the next meeting with a quorum.

18-030-9027 A patient was supposed to be seen for a hernia repair but was admitted to the psychiatric unit instead where he did not belong, was given treatment without informed consent, without involvement with his guardian who was not allowed to visit him at times. Alicia moved to accept the case for investigation. Gina seconded and the motion will be ratified at the next meeting with a quorum.

UNFINISHED BUSINESS

Pursuant to the Guardianship and Advocacy Act (20 ILCS 3955/21) and the Open Meetings Act (5 ILCS 120/2), Alicia moved to enter closed session at 6:07 p.m. Annie seconded and the motion carried. The purpose of the closed session was for discussion on any case assignments, case progress, draft reports, responses and case closures (all new open cases, 17-030-9027, 18-9002, 9004 and 17-9024 and 9026). The HRA returned to open session at 6:25 p.m., having taken no votes in the closed session.

Reports for acceptance:

17-030-9027 Riveredge. Annie moved to accept and issue the report as drafted. Alicia seconded and the motion will be ratified at the next meeting with a quorum.

18-030-9002 St. Marys. Alicia moved to accept and issue the report as drafted. Annie seconded and the motion will be ratified at the next meeting with a quorum.

18-030-9004 UofI Hosp. Alicia moved to accept and issue the report as drafted. Annie seconded and the motion will be ratified at the next meeting with a quorum.

Accept responses, close and publish:

17-030-9024 (Chicago Lakeshore) Annie moved to accept the response, close and publish the case. Alicia seconded and the motion will be ratified at the next meeting with a quorum.

17-030-9026 (Norwegian) Annie moved to accept the response, close and publish the case.

Alicia seconded and the motion will be ratified at the next meeting with a quorum.

Other unfinished business, announcements and comments:

The next meeting will be held on Tuesday, February 20 at 5:00 p.m., if agreed by all absent members with whom Ashley will confer.
