Call Meeting to Order

President Mariyana T. Spyropoulos presiding, called the meeting to order at 12:15 p.m.

Roll Call

Frank Avila; Martin J. Durkan; Barbara J. McGowan; Josina Morita; Debra Shore; Kari K. Steele; David J. Walsh; and Mariyana T. Spyropoulos

Public Comment

Dian Edmundson, Board Director from the League of Woman Voters of Cook County, Rachael Leven from the Better Government Association and George Blakemore, Concerned Citizen, encouraged the Board to consider an inspector general for the District

Members of the Board of Commissioners of the Metropolitan Water Reclamation District of Greater Chicago

Ladies and Gentlemen:

At the direction of President Mariyana T. Spyropoulos, a Study Session will be held on Thursday, May 3, 2018, immediately following the Regular Board Meeting, in the Board Room, 100 East Erie Street, Chicago, Illinois.

The purpose of the Study Session is to discuss having an inspector general at the District.

A motion was made by Martin J. Durkan, seconded by Frank Avila, that this Report be Published and Filed. The motion carried by acclamation. Chorus of ayes - No nays

President Mariyana T. Spyropoulos, Vice Chiairman of the Committee on Ethics, made a few remarks then introduced Mr. Patrick M. Blanchard, Independent Inspector General for Cook County, who provided the Board with an overview and answered questions on the duties of the Office of Inspector General (OIG) for Cook County

Summary of Requests

1. Barbara J. McGowan, requested the gender and ethnic make up of the OIG staff and copies of the Yellow Book and the Oridinance that established the Office of the Independent Inspector General

2. Josina Morita, requested copies of the Forrest Preserve Intergovernmental Agreement and the Green Book

Adjournment

President Mariyana T. Spyropoulos, Vice Chairman of the Committee on Ethics, adjourned the meeting at 2.05 p.m.
