Democrat Congressman Bobby Rush has been declared the winner in the 1st Congressional District against Republican Jimmy Lee Tillman II.
With 53 percent of the precincts reporting, Rush, the incumbent, had 81 percent of the vote with a total of 100,891 votes.
Tillman received 13 percent of the vote with a total of 16,540 votes.
