The Commission on Chicago Landmarks held its regularly scheduled meeting on January 9, 2020. The meeting was held at City Hall, 121 North LaSalle Street, Room 201-A, Chicago, Illinois. The meeting began at 12:47 p.m.

Chairman Leon called the meeting to order. He announced that he wanted to thank Commissioner Mary Ann Smith who had served on the Commission since 2011 for her service though she was absent from that day’s meeting.

1. Approval of the Minutes of Previous Meeting

Regular Meeting of December 5, 2019

Motioned by Wong, seconded by Dziekiewicz. Approved unanimously (7-0).

2. Final Landmark Recommendation

MT. PISGAH MISSIONARY BAPTIST CHURCH COMPLEX - WARD 3

4600-4628 South Dr. Martin Luther King, Jr. Drive

Daniel Klaiber presented the report. Resolution to adopt the Final Landmark Recommendation for the Mt. Pisgah Missionary Baptist Church Complex.

Motioned by Hughes, seconded by Aguirre. Approved unanimously (7-0).

3. Report from the Department of Planning and Development

BLACKWELL-ISRAEL SAMUEL A.M.E. ZION CHURCH BUILDING - WARD 4

3956 South Langley Avenue

Kandalyn Hahn presented the report. Vote to accept the DPD report and take the next step in the designation process for the Blackwell-Israel Samuel A.M.E. Zion Church Building to request consent from the property owners.

Motioned by Tolliver, seconded by Dziekiewicz. Approved unanimously (7-0).

4. UNESCO Listing of Frank Lloyd Wright Sites - Informational

Information on 2019 Listing of Eight Frank Lloyd Wright sites on the UNESCO World Heritage List

Lawrence Shure introduced Phyllis Ellin, Contract Historian for the National Park Service, and Barbara Gordon, Executive Director of the Frank Lloyd Wright Building Conservancy. Ms. Ellin and Ms. Gordon gave an informational presentation on the process and significance of the UNESCO designation.

5. Recommendation to City Council for Approval of Class L Property Tax Incentive - Amendment

CHICAGO & NORTH WESTERN RAILWAY OFFICE BUILDING - WARD 42

Lawrence Shure presented the report regarding the applicant’s response to the Commission’s request that the owners investigate the reintroduction of a cornice. Motion to approve the amended recommendation to City Council for the Class L Property Tax Incentive for the Chicago & North Western Railway Office Building.

Motioned by Wong, seconded by Hughes. Approved unanimously (7-0).

6. Report from Public Hearing and Final Decision on Permit Applications for the Demolition of a Building Pursuant to §2-120-740 through §2-120-825 of the Municipal Code

PILSEN DISTRICT - WARD 25 

1330 West Cullerton Street

Commissioner Dziekiewicz presented the findings and recommendation. Vote on the resolution to adopt the Hearing Officer’s proposed “Findings and Conclusions” in their entirety as the “Findings and Conclusions” of the Commission to deny the permit application to demolish the two-story frame cottage at 1330 West Cullerton Street.

Motioned by Aguirre, seconded by Wong. Approved 6-1.

Chairman Leon announced:

The meeting of the Program Committee for review of suggestions received from the public for Chicago landmark designation will be held:

Time: 10:00 a.m.

Location: City Hall, 121 North LaSalle Street, Room 201-A

Deadline for submissions is Wednesday, January 15, 2020. All suggestions must be submitted on a form available on the Chicago Landmarks website or from the Historic Preservation office.

The meeting is open to the public and all are welcome.
