PRESIDENT JIM E. CLAEYSSEN CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND LED THE PLEDGE OF ALLEGIANCE.

A roll call was taken by Village Clerk Kathy Trimble:

*Trustee Hollembeak was present by teleconference.

Also present: Attorney Roxanne Sosnowski, Police Chief Robert Swank, and Village Clerk Kathy Trimble.

ADOPTION OF THE AGENDA:

Trustee Schroeder moved to adopt the Agenda. Trustee O’Hara seconded. A roll call vote was taken:

APPROVAL OF THE VILLAGE BOARD MINUTES:

Trustee Schroeder moved to approve the March 3, 2020 Village Board Minutes. Trustee Fustin seconded. A roll call vote was taken:

EX-OFFICIO’S REPORTS:

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:

Trustee Fustin stated that the March Planning & Zoning Commission Meeting has been cancelled.

DAVID SCHROEDER – RECREATION BOARD:

Trustee Schroeder stated that the next Recreation Board Meeting is scheduled for April 1, 2020 at 7:00 PM. They will be discussing the Easter Candy Scramble that takes place on April 11, 2020 at 1:30 PM at Village Hall. Everyone is welcome to attend.

ORDINANCE REPORT BY TRUSTEE NANCY BELT: No Report.

FINANCE REPORT BY TRUSTEE JEFF O’HARA:

1. Trustee O’Hara moved that the Village Board approve the bills reviewed and approved by the Budget Director on March 16, 2020 and reviewed and approved by the village trustees present at the March 16, 2020 Village Board Meeting at a total cost of $140,868.24. Trustee Belt seconded. A roll call vote was taken:

Trustee O’Hara stated that FINANCE passes.

PUBLIC SAFETY REPORT BY TRUSTEE JEFF FUSTIN:

1. Trustee Fustin moved that the Village Board approve an extension to the previous agreement between the Village of Cherry Valley and SecurAmerica regarding reimbursement for Police Services at CherryVale Mall. This extension has been reviewed and approved by Attorney Sosnowski. Trustee Schroeder seconded. A roll call vote was taken:

2. Trustee Fustin moved that the Village Board approve the purchase of (6) NetMotion software packages from CDW-G to support the new Police Records Management System at a purchase cost of $720, and a cost for installation and set up by Trimble IT not to exceed $880, this will be from line item 5375P. Trustee Schroeder seconded. A roll call vote was taken:

3. Trustee Fustin moved that the Village Board approve the purchase of (1) Blue Ridge Armor WMX2 III+ ballistic shield with POLICE markings, tactical light and carry bag at a cost not to exceed $4515.00 from Uniform Den East of Loves Park Illinois. This is a budgeted item under Capital Improvements 5375P. Trustee Belt seconded. A roll call vote was taken:

4. Trustee Fustin moved that the Village Board approve the purchase of (5) Blue Ridge Armor Battle Ax III+ ballistic shields with POLICE markings, tactical lights and carry bags at a cost not to exceed $12,905.00 from Uniform Den East of Loves Park Illinois. These are budgeted items under Capital Improvements 5375P. Trustee Schroeder seconded. A roll call vote was taken:

5. Trustee Fustin moved that the Village Board approve the purchase of (3) Colt LE6933 Short Barrel Rifles, equipped with Midwest Industries M-Lok handguards at a cost not to exceed $3,525.00 from Research and Testing Worx of Mount Morris, Illinois. These are budgeted items under Capital Improvements 5375P. Trustee Schroeder seconded. A roll call vote was taken:

6. Trustee Fustin moved that the Village Board approve the purchase of (3) Vortex AMG UH-1 holographic weapons sights at a cost not to exceed $1175.00 from Vortex Optics of Barneveld, Wisconsin. These are budgeted items under Capital Improvements 5375P. Trustee Belt seconded. A roll call vote was taken:

Trustee Fustin moved that the Village Board approve the purchase of (3) Inforce W05-1 Gen 2 400 Lumen rifle lights at a cost not to exceed $325.50 from Strohman Enterprise Inc. of Glen Allen, Virginia. These are budgeted items under Capital Improvements 5375P. Trustee Schroeder seconded. A roll call vote was taken:

8. Trustee Fustin moved that the Village Board approve the purchase of (3) Axon X26P tasers with Taser Cams and 4-year warranties for the Tasers and Taser Cams, at a cost not to exceed $6650.00 from Axon Enterprise of Scottsdale, Arizona. These are budgeted items under Equipment 5375P. Trustee Belt seconded. A roll call vote was taken:

PUBLIC WORKS REPORT BY TRUSTEE: JIM ALSBURY.

1. Trustee Alsbury moved that Village Board approve the Design Engineering Agreement with Civil Engineering Services (C.E.S) of Belvidere, IL for the Bell School Road Culvert/Drainage Repairs at a cost of $6,000.00 from Line item 5095 Capital Improvements from the FY2020-2021 Budget. Trustee O’Hara seconded. A roll call vote was taken:

2. Trustee Alsbury moved that the Village Board approve the request from the Recreation Board for $1,100.00 for the Easter Candy Scramble to be held on April 11, 2020 from line item 5260 Building & Grounds. Trustee O’Hara seconded. President Claeyssen stated that he has been in contact with the Recreation Board member that is responsible for purchasing the candy to let them know that they should hold off on the purchase until we know for sure if the Easter Candy Scramble will take place. A roll call vote was taken:

Trustee Alsbury stated that PUBLIC WORKS passes.

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE DAVID SCHROEDER: No Report.

PERSONNEL REPORT BY TRUSTEE SALLY HOLLEMBEAK: No Report.

EXECUTIVE SESSION:

President Claeyssen entertained a motion that the Village Board go into Executive Session for the following:

(5 ILCS 120/2)(c)(1) (Personnel Matters) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

Trustee Fustin moved that the Village Board go into Executive Session at 7:14 PM. Trustee Belt seconded. A roll call vote was taken:

Village Clerk Kathy Trimble was excused from the meeting. Attorney Roxanne Sosnowski will be taking the Executive Session Minutes.

The Village Board was in Executive Session from 7:14 PM to 10:07 PM.
