Village of Cherry Valley Board of Trustees met March 24.

PRESIDENT JIM E. CLAEYSSEN CALLED THE EMERGENCY VILLAGE BOARD MEETING TO ORDER AT 7:03 PM AND LED THE PLEDGE OF ALLEGIANCE.
A roll call was taken by Village Clerk Kathy Trimble:

Also present: Public Works Director Chuck Freeman, Treasurer Maureen Gumowski, Police Chief Robert Swank, Attorney Roxanne Sosnowski and Village Clerk Kathy Trimble.
ADOPTION OF THE AGENDA:
President Claeyssen stated that there is a Change to the Agenda:
• Deleting item # 2 from Public Works, waiving the rules for bidding regarding the purchase of a VGB (Vehicle Gateway Base Station) from Core and Main, Belvidere Illinois for Meter Reading as allowed by Illinois State Statute 65 ILCS 5/8 -9-1, since the State Statute dollar amount to waive the rules is anything $25,000 or above, and renumbering.
• Deleting Item #3 from Public Works, hiring a Professional Landscaping Company to provide landscaping and bed Maintenance within the Village of Cherry Valley. Trustee Schroder moved to approve the amended agenda. Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.
APPROVAL OF THE VILLAGE BOARD MINUTES:
PUBLIC COMMENT: No one signed up for Public Comment.
TREASURER’S REPORT: No Report.

JEFF FUSTIN – PLANNING AND ZONING COMMISSION: No Report.
DAVID SCHROEDER – RECREATION BOARD:
Trustee Schroeder stated that the Easter Candy Scramble has been cancelled.
ORDINANCE REPORT BY TRUSTEE NANCY BELT:
1. Trustee Belt moved that the Village Board waive the rules and consider this the second and final reading of “An Ordinance of The Village of Cherry Valley, Illinois temporarily suspending certain actions of the Village in light of the COVID-19 Pandemic and Providing the Village President with Emergency Powers”. Trustee Hollembeak seconded. Trustee Belt asked is this is a model ordinance that the village can change? President Claeyssen responded that Attorney Sosnowski drafted this ordinance and several municipalities are adopting the same ordinance. This ordinance will only be in affect only if the Village Board cannot meet during the COVID-19 Pandemic. Trustee Belt also inquired if the Village President could hire or fire employees with the adoption of this ordinance.
Attorney Sosnowski elaborated on the Ordinance stating that the Village President can change wages and or sick time but is not able to terminate any employee. He can cancel meetings on short notice and amend policies.
2. Trustee Belt moved that the Village Board approve Ordinance 2020-05; “An Ordinance of The Village of Cherry Valley, Illinois temporarily suspending certain actions of the Village in light of the COVID-19 Pandemic and Providing the Village President with Emergency Powers”. Trustee Hollembeak seconded. A roll call vote was taken:

Trustee Belt stated that ORDINANCE passes.
FINANCE REPORT BY TRUSTEE JEFF O’HARA:
1. Discussion was had regarding the village’s tentative FY2020-2021 Administration, Police, Public Works, Building and Grounds, Streets, Water, Capital Improvements, Parks and Motor Fuel Budgets. The changes to the Budget will be updated tomorrow and the draft pages, not the narratives, will be available for public viewing.
• Trustee Belt asked Treasurer Gumowski how much of the additional 1% Sales Tax have you projected that will be coming in. Treasurer Gumowski stated that it should be about a 17% decrease over last year.
• Trustee Hollembeak inquired about when the Village Board will be discussing wages and President Claeyssen stated that wages will be discussed at the April 13, 2020 Committee of the Whole Meeting. President Claeyssen also mentioned that we will be having our Budget Hearing on April 7, 2020 and the Budget Ordinance and Transfer Ordinance will be voted on April 21, 2020.
Let the record show that Attorney Stevens arrived at 7:47PM. Trustee O’Hara stated that FINANCE passes.
PUBLIC SAFETY REPORT BY TRUSTEE JEFF FUSTIN: No Report.
PUBLIC WORKS REPORT BY TRUSTEE: JIM ALSBURY.
1. Trustee Alsbury moved that the Village Board ratify the purchase of a Cimplicity Upgrade (licensing Agreement) to the village’s SCADA System from GEXPRO,
Naperville, IL at a cost of $4,024.00 from Line item 5130 Water. seconded. A roll call vote was taken:

2. Trustee Alsbury moved that the Village Board approve the purchase of a VGB (Vehicle Gateway Base Station) from Core and Main, Belvidere, Illinois for Meter Reading at a cost not to exceed $21,700.00 from line item 5130 Water. Trustee Belt seconded. A roll call vote was taken:

3. Trustee Alsbury asked Public Works Director Freeman to update the Village Board with the status of the proposals for the enhanced/updated SCADA system for the management of the village’s water system. Public Works Director Freeman stated that he has not heard back from the other two companies that he requested quotes. The consensus of the village board was for Public Works Director Chuck Freeman to contact the companies one more time and then move forward and bring the information back to the next meeting.
Trustee Alsbury stated that PUBLIC WORKS passes.
PLANNING AND DEVELOPMENT REPORT BY TRUSTEE DAVID SCHROEDER: No Report.
PERSONNEL REPORT BY TRUSTEE SALLY HOLLEMBEAK: No Report.
EXECUTIVE SESSION:
President Claeyssen entertained a motion that the Village Board go into Executive Session for the following:
(5 ILCS 120/2)(c)(1) (Personnel Matters) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Trustee Hollembeak moved that the Village Board go into Executive Session at 8:10PM. Trustee Belt seconded. A roll call vote was taken:

Village Clerk Kathy Trimble was excused from the meeting. Attorney Roxanne Sosnowski will be taking the Executive Session Minutes.
The Village Board was in Executive Session from 8:10 PM to 9:44 PM.
President Claeyssen called the meeting back into Open Session at 9:45 PM. A roll call vote was taken:
