City of Winchester City Council met Aug. 24.

The Winchester City Council met in a special council meeting at City Hall.
Mayor McIntire called the meeting to order at 7 p.m. with the following council in attendance: Ron Bell, Lawrence Coultas, Terry Gregory, Bill Jacquot, Sandy Long, Jeff Pittman, and City Clerk Brenda Robinson.
Also in attendance were Wanda Cody, City Treasurer; George Lindsey, Police Chief; John Simmons, Supt. of Public Works; John Paul Coonrod, City Attorney; Carmen Ensinger, Scott County Times.
Mayor McIntire stated George Lindsey would be retiring tomorrow, August 25 with 20 years of service to the city. McIntire authorized two retirement badges for $50 each so Lindsay can give to his kids. We need to advertise for a police chief. After Lindsay retires he can work 599 hours a year. He will not make what he is currently making now, if he works part time. appointed Caleb Handy as temporary police chief. He will send back the R15 rifles to the government. It was suggested paying George $18 an hour. It would be great to get rid of the on call time. It was discussed to hire more officers or not have full time coverage.
George has filled out all his paperwork for retirement. He stated “We are blessed to have this mayor and council. They are the best he has ever seen.”
MOTION: Jeff Pittman moved and Lawrence Coultas seconded to pay George Lindsey $18 an hour to help out the new police chief. Roll call resulted in all yeas. Motion carried.
McIntire said Leland Evans would be out a few weeks after eye surgery and the streets and alley has a lot going on. The got the bathhouse down and hauled off. They need to do some dirt work. They got the lights on the North side of square. He would like to do some landscaping at Douglas Park. John needs some help now with finishing up the pool, concrete work grant is about done. The Gross house is on the ground and Jerry Moore hauled it off. John would like to hire Jeremy Bruene at $10.50 an hour to help out. He can start tomorrow. They took Jeff off the concrete for four days to help with the bathhouse.
MOTION: Lawrence Coultas moved and Terry Gregory seconded to hire Jeremy Bruene as a full time temporary city employee street worker at $10.50 an hour. Roll call resulted in all yeas. Motion carried.
McIntire said someone was in negotiations to purchase the Brant's Store and Jones General Store was sold last week.
John Paul Coonrod, City Attorney passed out a resolution concerning COVID 19 in Scott County. The health department had five more cases today brining the total to 41 cases.
MOTION: Lawrence Coultas moved and Terry Gregory seconded to pass Resolution 2020-08 01 Urging the Use of Protective Face Covering by City Residents. Roll call resulted in all yeas, Motion carried.
McIntire said there were several vulnerable residents in town, with several people up in age.
Young people have survived, from a health angle wearing a face mask is best. He requests people in businesses wear masks and people going into or out of a business wear a mask. He said people are not taking it seriously and this is an old community with 42% of the population over 55 years old. Show some respect for others.
In the last three months the city has lost $25,000 in revenue. The income tax is down, gaming is down. There are rumors about people not quarantining but can't give out names. If people are not quarantining after testing positive and having been ordered to quarantine the city could have the legal authority to cite and fine through the municipal court. There is a legal way to obtain information on such positive tests.
John Paul Coonrod stated Resolution 2020-08-01 would reserve & implore people to wear masks.
MOTION: Bill Jacquot moved and Jeff Pittman seconded to go into closes session to discuss compensation for ordinance enforcement officer. Roll call resulted in all yeas. Motion carried. Went into closed session at 8:20 p.m.
MOTION: Ron Bell moved and Sandy Long seconded to come out of closes session. Roll call resulted in all yeas. Motion carried. Came out of closed session at 8:45 p.m.
MOTION: Bill Jacquot moved and Ron Bell seconded to adjourn. Roll call resulted in all yeas. Motion carried. Meeting adjourned at 8:46 p.m.
