Village of Cherry Valley Village Board of Trustees met Aug. 18.

President Jim E. Claeyssen Called The Village Board Meeting To Order At 6:30 Pm And Led The Pledge Of Allegiance.

A roll call was taken by Village Clerk Kathy Trimble:

JIM ALSBURY PRESENT         SALLY HOLLEMBEAK PRESENT

Also present: Attorney Jim Stevens, Public Works Director Chuck Freeman, Treasurer Maureen Gumowski, Interim Police Chief Roy Bethge and Village Clerk Kathy Trimble.

ADOPTION OF THE AGENDA:

Trustee Schroeder moved to adopt the agenda with the following change to the Order of Business:

• The Public Safety Report will be presented before the Ordinance Report. Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.

APPROVAL OF THE VILLAGE BOARD MINUTES:

Trustee Schroeder moved to approve the August 3, 2020 Village Board Meeting Minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

PUBLIC COMMENT:

Trustee Hollembeak would like to recognize the 100-year Anniversary of Women’s Suffrage. TREASURER’S REPORT: No Report.

PRESIDENT’S REPORT: No Report.

ATTORNEY’S REPORT: JIM STEVENS:

Attorney Stevens stated that he is working on various projects for the village. ENGINEER’S REPORT: SHERI KOSMOS, C.E.S. - No Report.

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:

Trustee Fustin stated that there is a Planning and Zoning Commission Meeting tomorrow, August 19, 2020 at 6:30PM to discuss three fence variances. Everyone is welcome to attend.

DAVID SCHROEDER – RECREATION BOARD:

Trustee Schroeder stated that the Street Dance that was scheduled for this Saturday, August 22nd has been postponed until further notice.

PUBLIC SAFETY REPORT BY TRUSTEE: JEFF FUSTIN.

1. Trustee Fustin moved that the Village Board authorize moving the Police Department’s General Orders and Policy System to Lexipol, LLC (a subscription-based service) of Frisco, Texas at a cost of $6,011.00 from line item 5170 Police. Trustee Belt seconded. A roll call vote was taken:

Motion carried 6-0.

2. Trustee Fustin moved that the Village Board allow the Cherry Valley Police Department to increase their part-time Patrol Officer Roster up to (10) officers. Trustee O’Hara seconded. There are currently (5) part-time patrol officers on the roster at this time. A roll call vote was taken:

Trustee Fustin stated that PUBLIC SAFETY passes.

ORDINANCE REPORT BY TRUSTEE NANCY BELT:

1. Trustee Belt moved that the Village Board waive the rules and consider this the second and final reading of “An Ordinance approving entering into an Agreement with Lexipol, LLC for an annual Subscription to their Law Enforcement Policy Manual & Daily Training Bulletin Service”. Trustee Fustin seconded. A roll call vote was taken:

Motion carried 6-0.

2. Trustee Belt moved that the Village Board pass and approve Ordinance 2020-19; An Ordinance approving entering into an Agreement with Lexipol, LLC for an annual Subscription to their Law Enforcement Policy Manual & Daily Training Bulletin Service”. Trustee Fustin seconded. A roll call vote was taken:

Trustee Belt stated that ORDINANCE passes.

FINANCE REPORT BY TRUSTEE JEFF O’HARA:

1. Trustee O’Hara moved that the Village Board approve the bills reviewed and approved by the Budget Director on August 18, 2020 and reviewed and approved by the village trustees present at the August 18, 2020 Village Board Meeting at a total cost of $226,842.39. Trustee Hollembeak seconded. A roll call vote was taken:

Motion carried 6-0.

2. Treasurer Maureen Gumowski presented the monthly Administration Report and it was placed on file.

3. Ms. Jennifer Martinson, from Lauterbach & Amen, LLP presented the Annual Financial Report for the Fiscal Year ended April 30, 2020 to the Village Board as prepared and presented by Lauterbach & Amen, LLP. Ms. Martinson touched on key items that were in the report for the trustees. Ms. Martinson thanked Maureen Gumowski and Kathy Trimble for the help that was given during the audit process.

Trustee O’Hara stated that FINANCE passes.

PUBLIC WORKS REPORT BY TRUSTEE: JIM ALSBURY.

1. Trustee Alsbury deferred to Public Works Director Chuck Freeman for Project Updates. • Director Freeman stated that a claim has been submitted to our insurance company for the ice damage related repairs needed at the 210 E. State Street property. The project will be starting in about 2 weeks. At this time, we have not submitted a claim regarding the trees in Penfield Park which were damaged by vandals. • Due to COVID-19 concerns, the full-time Public Works employees have been split into rotating shifts with different start times. This has worked out pretty well except for big projects like concrete pours for sidewalk replacements. Public Works Supervisor Steve Strasser and the Director have been jumping in to help whenever needed. There is also one crew at this time that maintains the village’s Water System and is dedicated only to Water Department activities.

2. Public Works Director Chuck Freeman presented the Overtime Report and it was placed on file.

Trustee Alsbury stated that PUBLIC WORKS passes.

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE: DAVID SCHROEDER. Trustee Schroeder stated that the village property at 138 S. Hogan Street that was up for sale by sealed bid by July 31, 2020, did not receive any bids. There were some comments that the three-year stipulation to build on the property was too short. Trustee Schroeder would like to hold off on selling the property again until the Spring by sealed bid and not use a realtor, too costly. The consensus of the Village Board was to hold off on selling the property at this time and try again in the Spring.

PERSONNEL REPORT BY TRUSTEE: SALLY HOLLEMBEAK.

1. Monthly Health Insurance was presented by Treasurer Maureen Gumowski and placed on file.

2. Trustee Hollembeak moved that the Village Board approve an extension of work hours for Public Works Summer Employees Dalton Vaupel and Dominic Dozal for an additional 250 hours each for extended Public Works Support. Trustee Belt seconded. A roll call vote was taken:

Motion carried 6-0.

3. Trustee Hollembeak moved the Village Board hire Mr. John Bennett as a part-time Patrol Officer to serve as the village’s Policy Development Specialist and Specialty Trainer at an hourly rate of $36.81 per hour, with a starting date of August 17, 2020. Trustee Belt seconded. President Claeyssen stated this rate of pay is higher than the normal rate of pay for our part-time patrol officers since Mr. Bennett is specialized in his field of Training and Policy Development. A roll call vote was taken:

Trustee Hollembeak stated that PERSONNEL passes.

Chief Bethge presented Letters of Commendations to Patrol Officers *Rene Diaz, Andy Paulson, Austin Richards and Sergeant Jesse Pearse for their actions on May 17, 2020 at the Super 8 Hotel on Bell School Road in assisting the Rockford Police Department with an active shooter in a hotel room. Each of you without hesitation ran towards gunfire to help guests at the hotel escape to safety. *Officer Rene Diaz was not present at the meeting.

Village Clerk Kathy Trimble administered the Oath of Office to Mr. John Bennett for the position of Part-Time Patrol Officer for the Village of Cherry Valley, Illinois.

ADJOURNMENT: Trustee Hollembeak made a motion to adjourn the meeting; seconded by Trustee Belt seconded. All “Aye”, none opposed. Meeting adjourned at 7:05 PM.
