Village of Cherry Valley Board of Trustees met Nov. 2.

Here is the minutes provided by the board:

PRESIDENT JIM E. CLAEYSSEN CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND LED THE PLEDGE OF ALLEGIANCE.

A roll call was taken by Village Clerk Kathy Trimble:

*Trustee O’Hara will be teleconferencing this evening.

Also, present: Attorney Darron Burke, Public Works Director Chuck Freeman, Treasurer Maureen Gumowski, Interim Police Chief Roy Bethge, and Village Clerk Kathy Trimble.

ADOPTION OF THE AGENDA:

President Claeyssen stated that Trustee Schroeder will be presenting the Finance Committee Report tonight for Trustee O’Hara. Trustee Schroeder moved to adopt the amended agenda. Trustee Hollembeak seconded. A roll call vote was taken:

APPROVAL OF THE VILLAGE BOARD MINUTES:

• Trustee Fustin moved to approve the October 6, 2020 Village Board Minutes. Trustee Belt seconded. A roll call vote was taken:

Motion carried 6-0.

• President Claeyssen stated that there is a correction on the October 20, 2020 minutes in regards to the approval of the September 22, 2020 Village Board Minutes. The vote to approve those minutes should read motion carried with 4 “Ayes”, 1 “Nay” and 1 “Abstain”. The September 22, 2020 minutes and October 20, 2020 minutes will be corrected to reflect the changes. Trustee Hollembeak moved to approve the amended October 20, 2020 Village Board Minutes. Trustee Schroeder seconded. A roll call vote was taken:

PUBLIC COMMENT: No one has signed up for Public Comment.

TREASURER’S REPORT:

Treasurer Gumowski stated that revenues in the General Fund of $381,000 were higher than expenditures of $364,000 by $17,000. Expenditures were mainly Salary & Benefits ($279,000), Curb & Gutter Repair for Butler Road ($12,000), *Guardrail Repair on Harrison Avenue ($5,000) – *the Guardrail Repair was reimbursed by Insurance on 8/3/2020, Commission Fee for 210 E. State Street Lease (Post Office) ($3,000). Revenues of $105,000 were higher than expenditures of $44,000 in the Water Fund by $61,000. Expenditures were mainly Salary & Benefits ($25,000), COMCAST Ethernet for SCADA System ($3,000). In the Capital Improvements Fund, revenues of $177,000 were higher than expenditures of $51,000 by $126,000. Expenditures were mainly Engineering ($21,000), Final Payment for the Clayton Street Drainage Repairs Project ($30,000). Trustee Hollembeak moved to have the October 2020 Treasurer’s Report placed on file with the minutes. Trustee Belt seconded. A roll call vote was taken:

PRESIDENT’S REPORT: - No Report.

ATTORNEY’S REPORT: DARRON BURKE: - No Report.

ENGINEER’S REPORT: SHERI KOSMOS, C.E.S.- No Report.

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:

Trustee Fustin stated that there will be a Planning and Zoning meeting on Wednesday November 4, 2020 at 6:30 PM to discuss a Text Amendment and Special Use Permit regarding automobile sales. Everyone is welcome to attend.

DAVID SCHROEDER – RECREATION BOARD:

Trustee Schroeder stated that the Halloween Parade had a decent turnout and there was a lot of support from everyone. There will be a Recreation Board Meeting on Wednesday November 4, 2020 at 7:00 PM to discuss the upcoming Santa Event. Everyone is welcome to attend.

ORDINANCE REPORT BY TRUSTEE NANCY BELT:

1. Trustee Belt moved that the Village Board waive the rules and consider this the second and final reading of an “Ordinance of the Village of Cherry Valley, Illinois Appointing Roy H. Bethge as Chief of Police and Approving an Employment Agreement”. Trustee Hollembeak seconded. A roll call vote was taken:

2. Trustee Belt moved that the Village Board pass and approve Ordinance 2020-30; “Ordinance of the Village of Cherry Valley, Illinois Appointing Roy H. Bethge as Chief of Police and Approving an Employment Agreement”. Trustee Schroeder seconded. A roll call vote was taken:

Trustee Belt stated that ORDINANCE passes.

FINANCE REPORT BY TRUSTEE DAVID SCHROEDER FOR TRUSTEE JEFF O’HARA: 1. Trustee Schroeder moved that the Village Board authorize Nyhart Auditing to conduct a thirty-five-year actuarial projection in regards to the village’s Article III Police Pension Fund at a cost of $3,500.00 from line item 5170P. Trustee Fustin seconded. A roll call vote was taken:

2. Trustee Schroeder moved that the Village Board pass and approve Resolution 2020-17; A Resolution of the Village of Cherry Valley, Illinois Authorizing the Village President to Enter into and Execute an Agreement with Nyhart Consulting, LLC for the Provision of Actuarial Services. Trustee Hollembeak seconded. A roll call vote was taken:

Trustee Schroeder stated that FINANCE passes.

PUBLIC SAFETY REPORT BY TRUSTEE: JEFF FUSTIN.

1. Trustee Fustin moved that the Village Board approve the beginning of a background investigation to fill the vacancy of patrol officer to bring us up to our authorized staffing of (13) sworn personnel. Trustee Belt seconded. A roll call vote was taken:

Motion carried 6-0.

2. Trustee Fustin moved that the Village Board approve the purchase of a 2017 Ford Explorer (with a four-year extended warranty) to replace Squad 8 at a cost of $24,000.00 (including trade-in) from Manley Ford, Belvidere, IL from line item 5420 Capital Improvements. (This would reassign Squad 7, currently used by the Chief to a patrol vehicle). Trustee Hollembeak seconded. A roll call vote was taken:

Motion failed 6-0.

3. Trustee Fustin moved that the Village Board approve the purchase of a 2020 Ford Police Interceptor Explorer to replace Squad 8 at a cost of $28,746.96 (including a trade-in of $6,400.00) from Pundhamm Ford, St. Charles, MO from line item 5420 Capital Improvements. Trustee Belt Hollembeak seconded. A roll call vote was taken:

PUBLIC WORKS REPORT BY TRUSTEE: JIM ALSBURY.

1. Trustee Alsbury moved that the Village Board approve a (60) month copier lease agreement with Xerox Corporation for the Public Works Building at a cost of $118.06 per month from line item 5170 Public Works. Trustee Schroeder seconded. A roll call vote was taken:

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE: DAVID SCHROEDER. No Report.

PERSONNEL REPORT BY TRUSTEE: SALLY HOLLEMBEAK.

1. Trustee Hollembeak moved that the Village Board approve the Employees Cost for Health Plans and Dental for the 2020-2021 enrollment period. Trustee Fustin seconded. A roll call vote was taken:

2. Trustee Hollembeak moved that the Village Board approve the appointment of Mr. Roy H. Bethge as Chief of Police for the Village of Cherry Valley, with a salary of $104,000.00 with an effective starting date of November 2, 2020. Trustee Fustin seconded. A roll call vote was taken:

Motion carried 6-0.

Trustee Hollembeak stated that PERSONNEL passes.

Village Clerk Kathy Trimble administered the Oath of Office to Mr. Roy H. Bethge for the position of Chief of Police for the Village of Cherry Valley, Illinois.
