Also present: Police Chief Roy Bethge, Attorney Jim Stevens, Village Treasurer Maureen Gumowski, and Deputy Village Clerk Heather Riley.
ADOPTION OF THE AGENDA:
Trustee Schroeder moved to adopt the agenda. Trustee Alsbury seconded. All “Aye;” none opposed. Motion carried by voice vote.
APPROVAL OF THE VILLAGE BOARD MINUTES:
Trustee Schroeder moved to approve the December 15, 2020 Village Board Meeting Minutes. Trustee O’Hara seconded. All “Aye”; none opposed. Motion carried by voice vote.
PUBLIC COMMENT: None.
TREASURER’S REPORT:
Treasurer Gumowski stated that revenues in the General Fund of $343,000 were higher than expenditures of $266,000 by $77,000. Expenditures were mainly Salary & Benefits ($164,000), Legal Fees ($15,000), Holiday Lights ($10,000), and Lexipol ($6,000). Revenues of $69,000 were lower than expenditures of $207,000 in the Water Fund by $138,000. Expenditures were mainly Salary & Benefits ($112,000), CherryVale water main break ($78,000). In the Capital Improvements Fund, revenues of $170,000 were lower than expenditures $185,000 by $15,000. Expenditures were mainly Bell School Drainage ($63,000), ADA Sidewalks ($54,000) Doc’s Pond
($59,000). Trustee Belt moved to have the December 2020 Treasurer’s Report placed on file with the minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.
PRESIDENT’S REPORT:
1. Trustee Hollembeak moved that the Village Board approve Resolution 2021-01; an Illinois Department of Transportation Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code for the use of Motor Fuel Tax (MFT) Funds in the amount of $7,500.00. This is in regards to the Inter-Governmental Agreement between the Village of Cherry Valley and the Township of Cherry Valley for Road Support Services in 2021. Trustee Belt seconded. A roll call vote was taken:

2. Mr. Michael Zurek from Nyhart will be at the Monday January 25, 2021 Committee of the Whole Meeting to present the Actuarial Study for the Police Pension Projections.
3. Trustee Belt moved that the Village Board accepts Scott Kramer’s resignation as the Chairman of the Recreation Board Committee. Trustee Schroeder seconded. All “Aye;” none opposed. Motion carried by voice vote.
ATTORNEY’S REPORT: JIM STEVENS: No Report.
ENGINEER’S REPORT: SHERI KOSMOS, C.E.S. - No Report.
JEFF FUSTIN – PLANNING AND ZONING COMMISSION:
Trustee Fustin stated that there will not be a January 2021 Meeting.
DAVID SCHROEDER – RECREATION BOARD:
Trustee Schroeder stated that the Cherry Valley Men’s Club will be sponsoring this year’s Skate Night at Doty Park in Belvidere Illinois on February 27th from 6:15 to 8:30 PM.
ORDINANCE REPORT BY TRUSTEE NANCY BELT:
1. Trustee Belt moved that the Village Board consider this the second and final reading of proposed ORDINANCE 2021-01; An Ordinance Authorizing the Village of Cherry Valley, Illinois to Dispose of Personal Property. Trustee Fustin seconded. A roll call vote was taken:

FINANCE REPORT BY TRUSTEE JEFF O’HARA:

Trustee O’Hara moved that the Village Board approve the bills reviewed and approved by the Budget Director on January 19, 2021 and reviewed and approved by the village trustees present at the January 19, 2021 Village Board Meeting at a total amount of $82,752.57. Trustee Fustin seconded. A roll call vote was taken:

2. Trustee O’Hara moved that the Village Board approve Treasurer Maureen Gumowski’s attendance at the Illinois Government Finance Officers Association Legislative Training on January 21, 2021 and January 22, 2021 at a cost of $79.00 from line item 5195 Administration. This seminar will be held virtually. Trustee Belt seconded. A roll call vote was taken:

1. Trustee Fustin moved that the Village Board approve the purchase of three (3) laptop computers and docking stations from CDW-G at a cost of $3,939.78 from line item 5375 Capital Improvements. Trustee O’Hara seconded. A roll call vote was taken:

Trustee Alsbury moved that the Village Board ratify the motion approved at the January 11, 2021 Committee of the Whole Meeting to authorize Public Works Employees Chuck Freeman, Steve Strasser, Chris Roskopp, Garrett Anderson and Andy Wesseln to attend traffic signal video detection training at the City of Rockford Training Facility on January 12 and January 13, 2021. There is no cost for this training and all COVID-19 protocols will be practiced. Trustee Hollembeak seconded. A roll call vote was taken:

1. Trustee Hollembeak moved that the Village Board approve the promotion of Cherry Valley Patrol Officer Bryon Muraski to the position of Police Sergeant with a yearly salary of $86,813.64 with an effective start date of January 19, 2020. Trustee Belt seconded. A roll call vote was taken:
