Village of Cherry Valley Board of Trustees Met April 5.

President Jim E. Claeyssen Called The Village Board Meeting To Order At 7:00 Pm And Led The Pledge Of Allegiance.
A roll call was taken by Village Clerk Kathy Trimble:

Also present: Attorney Darron Burke, Chief Roy Bethge, Public Works Supervisor Steve Strasser, Village Clerk Kathy Trimble.
ADOPTION OF THE AGENDA:
Trustee Schroeder moved to adopt the agenda. Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice vote.
APPROVAL OF THE VILLAGE BOARD MINUTES:
Trustee Belt moved to approve the March 16, 2021 Village Board Meeting Minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.
PUBLIC COMMENT:
Mr. Daryl “Sparky” Prisby, 4077 Great Republic Road, Cherry Valley, IL signed up for Public Comment. Mr. Prisby thanked everyone that is partnering with the Cherry Valley Area Men’s Club for the Armed Forces Memorial on South Mill Road. This project is generating a lot of excitement and Phase 1 has been fully funded by donations. Mr. Prisby has asked the Village Board for their input on the placement of the Flag Poles and he has left a couple of pictures showing the different placements for everyone to see. Phase 2 will be the placement of the Flag Poles and Landscaping. The target date for completion is Memorial Day and a celebration will take place commemorating the Flags. Trustee Belt mentioned that a half moon drive should be put in for people to park with a one way in and out for safety reasons.
TREASURER’S REPORT:
President Claeyssen presented the Treasurer’s Report for Treasurer Gumowski.
President Claeyssen stated that revenues in the General Fund of $371,000 were lower than expenditures of $495,000 by $124,000. Expenditures were mainly Salary & Benefits ($374,000), Legal Services ($23,000), Deicer Salt ($33,000). Revenues of $69,000 were higher than expenditures of $54,000 in the Water Fund by $15,000. Expenditures were mainly Salary & Benefits ($28,000) Contingency; Meter Replacement ($3,000). In the Capital Improvements Fund, revenues of $212,000 were higher than expenditures of $33,000 by $179,000. Expenditures were mainly Contingency; 210 E. State Street Repairs ($15,000), Upfitting Squad 8 ($9,000). Trustee Fustin moved to have the March 2021 Treasurer’s Report placed on file with the minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.
PRESIDENT’S REPORT:
1. Trustee Hollembeak moved to approve the Arbor Day Proclamation as presented by President Jim E. Claeyssen. Trustee Belt seconded. All “Aye;” none opposed. Motion carried by voice vote. The tree this year will be a White Oak and it will be planted in the center circle in front of Village Hall.
ATTORNEY’S REPORT: DARRON BURKE: - No Report.
ENGINEER’S REPORT: SHERI KOSMOS, C.E.S. - No Report.
JEFF FUSTIN – PLANNING AND ZONING COMMISSION:
Trustee Fustin stated that there will be a Planning and Zoning Meeting on April 21, 2021 at 6:30PM to discuss two (2) Fence Variances. Everyone is welcome to attend.
DAVID SCHROEDER – RECREATION BOARD:
Trustee Schroeder stated that the Easter Parade was a success. They threw 104 candy bags to the Village Children and they ran out before the parade ended. There will be a Recreation Board Meeting on Wednesday, April 7 at 7:00PM to discuss Movie Night and Citizen of the Year. So, make sure you get your nominations in before the May 2021 meeting. Everyone is welcome to attend the meeting.
ORDINANCE REPORT BY TRUSTEE NANCY BELT:

Trustee Belt moved that the Village Board consider this the first reading of “An Ordinance Revising Ordinance Number 2020-07 The Annual Budget for The Village of Cherry Valley, Illinois (Commonly known as the Transfer Ordinance)”. Trustee Hollembeak seconded. All “Aye;” none opposed. Motion carried by voice
2. Trustee Belt moved that the Village Board consider this the first reading of “An Ordinance Budgeting for all corporate purposes for the Village of Cherry Valley, Illinois, for the fiscal year commencing on the 1st day of May, A.D. 2021, and ending on the 30th day of April, A.D. 2022”. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

3. Trustee Alsbury moved that the Village Board award the bid for the Cherry Valley Municipal Parking Lot Improvements to Rock Road Companies, Inc. Janesville, Wisconsin, as the lowest responsive bidder, in the amount of $62,294.08. This is from line item 5390 Motor Fuel Tax Funds, from the village’s FY2021-2022 Budget. Trustee Fustin seconded. PLANNING AND DEVELOPMENT REPORT BY TRUSTEE: DAVID SCHROEDER. - No Report.
PERSONNEL REPORT BY TRUSTEE: SALLY HOLLEMBEAK.

Trustee Hollembeak moved that the Village Board approve the hiring of a new Patrol Officer (to fill a vacancy within the Police Department), a Lateral Hire Step 1 position, at a starting salary of $56,867.00 pending approval of all pre-employment requirements. Trustee Belt seconded. A roll call vote was taken:
