Village of Cherry Valley Board of Trustees Met May 4.

President Jim E. Claeyssen Called The Village Board Meeting To Order At 7:00 Pm And Led The Pledge Of Allegiance.

A roll call was taken by Deputy Village Clerk Heather Riley:

Jim Alsbury Absent         Sally Hollembeak Present

Nancy Belt Present        Jeff O’hara Present

Jeff Fustin Present         David Schroeder Present

Also present: Chief Roy Bethge, Village Treasurer Maureen Gumowski, Mike Neville, Brandi Pearse, and Deputy Village Clerk Heather Riley.

ADOPTION OF THE AGENDA:

Trustee Hollembeak moved to adopt Agenda. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

APPROVAL OF THE VILLAGE BOARD MINUTES: None.

PUBLIC COMMENT: None.

TREASURER’S REPORT: Treasurer Gumowski stated that revenues in the General Fund of $425,000 were higher than expenditures of $298,000 by $127,000. Expenditures were mainly Salary & Benefits ($164,000) and Legal Services ($26,000). Revenues of $63,000 were lower than expenditures of $116,000 in the Water Fund by $53,000. Expenditures were mainly Salary & Benefits ($26,000) Contingency; the South Perryville Water Main Break ($6,000), and Valley View North Meter Replacement ($56,000). In the Capital Improvements Fund, revenues of $132,000 were higher than expenditures of $5,000 by $127,000. Expenditures were mainly computers ($4,000). Trustee Belt moved to have the April 2021 Treasurer’s Report placed on file with the minutes. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

PRESIDENT’S REPORT:

1. Trustee Hollembeak moved to approve the Motorcycle Awareness Proclamation as presented by President Jim E. Claeyssen. Trustee Fustin seconded. All “Aye;” none opposed. Motion carried by voice vote.

2. Trustee Belt moved to approve the National Police Week Proclamation as presented by President Jim E. Claeyssen. Trustee O’Hara seconded. All “Aye;” none opposed. Motion carried by voice vote.

3. Trustee Hollembeak moved to approve the National Public Works Week Proclamation as presented by President Jim E. Claeyssen. Trustee Fustin seconded. All “Aye;” none opposed. Motion carried by voice vote.

ATTORNEY’S REPORT: JIM STEVENS: No Report.

ENGINEER’S REPORT: SHERI KOSMOS, C.E.S.: No Report.

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:

Trustee Fustin stated that there will be a Planning and Zoning meeting on May 19, 2021 to renew Pack, Stack, and Stores building permits and variances.

DAVID SCHROEDER – RECREATION BOARD:

Trustee Schroeder stated the Citizen of The Year Nominations were due by May 3, 2021 but village staff will take any last-minute nominations you may want to submit. The next Recreation Board Meeting will be on Wednesday, May 5, 2021 to discuss the Citizen of the Year Nominations. Everyone is welcome to attend the meeting.

ORDINANCE REPORT BY TRUSTEE NANCY BELT:

1. Trustee Belt that the Village Board waive the rules and consider this the second and final reading of “An Ordinance Granting a Variance Under Section 82-55 of the Code of Ordinances for the Village of Cherry Valley, Illinois to Section 82-7(f)(2) to Allow Fencing to Extend Beyond the Rear of the House to enclose the Current Deck on the Southeasterly Side of the House for the Property commonly known as 3986 Richard Drive, Cherry Valley, IL (PIN-16-01-452-005). Trustee Fustin seconded. A roll call vote was taken:

Motion Carried With 5 “Ayes;” 0 “Nay” And 1 “Absent”

Trustee Belt moved that the Village Board approve Ordinance 2021-11; “An Ordinance Granting a Variance Under Section 82-55 of the Code of Ordinances for the Village of Cherry Valley, Illinois to Section 82-7(f)(2) to Allow Fencing to Extend Beyond the Rear of the House to enclose the Current Deck on the Southeasterly Side of the House for the Property commonly known as 3986 Richard Drive, Cherry Valley, IL (PIN-16-01-452- 005). Trustee Hollembeak seconded. A roll call vote was taken:

Trustee Belt stated that ORDINANCE passes.

FINANCE REPORT BY TRUSTEE JEFF O’HARA:

1. Trustee O’Hara moved to place on file the “Annual Possession of Police Pension Funds” Statement by Village Treasurer Maureen Gumowski. Trustee Belt seconded. All “Aye;” none opposed. Motion carried by voice vote.

Trustee O’Hara stated that as that was his last motion, he just wanted to thank all of the Board Members, all of the Staff and Administration, the Police Department for a great job and being very professional and for working hard on everything that they do. Trustee O’Hara stated that it was a very nice experience sitting on the Village Board and that he appreciates the opportunity.

PUBLIC WORKS REPORT BY TRUSTEE JIM ALSBURY: None.

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE DAVID SCHROEDER: None.
