The Village Board Of Trustees Of Cherry Valley, Illinois, Winnebago And Boone Counties, Convened On The 1st Day Of November 2022.
President David Schroeder Called The Village Board Meeting To Order At 7:00 Pm And Led The Pledge Of Allegiance.
A roll call was taken by Village Clerk Kathy Trimble:

Also present: Attorney Roxanne Sosnowski, Village Treasurer Maureen Gumowski, Village Administrator Jim Claeyssen, Police Chief Roy Bethge, Deputy Police Chief Todd Stockburger and Village Clerk Kathy Trimble.
ADOPTION OF THE AGENDA:
Trustee Neville moved to approve the amended Village Board Agenda with some changes:
• Deleting items #5 and #6 of the Ordinance Report regarding the Planned Unit Development on 3349 Mill Road, the Petitioner withdrew their request.
• The dollar amount under the Finance Report item #1 should read $169,718.21.
• Deleting items #2 and #3 under the Public Works Report regarding the Design Services Projects for village streets. These will be sent back to a Committee of the Whole Meeting for further review.
Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.
APPROVAL OF THE VILLAGE BOARD MINUTES:
• Trustee Belt moved to approve the Village Board Minutes from October 18, 2022. Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.
PUBLIC COMMENT:
Mr. David Lindquist, who owns rental property within the village, stated that everyone wants to live in the Village of Cherry Valley and thanked the Village for all that they do.
TREASURER’S REPORT:
1. Treasurer Gumowski stated that revenues in the General Fund of $427,000 were higher than expenditures of $393,000 by $34,000. Expenditures were mainly Salary & Benefits ($288,000). Revenues of $101,000 were greater than expenditures of $55,000 in the Water Fund by $156,000. $170,000 Pre-bond expenses were reimbursed. In the Capital Improvements Fund, revenues of $179,000 were higher than expenditures of $9,000 by $170,000. Trustee Hollembeak moved to have the October Treasurer’s Report placed on file with the minutes. Trustee Neville seconded. All “AYE” none opposed. Motion carried by voice vote.
2. Cherry Valley Police Pension Fund – 2022 Tax Levy/Contribution Certification.
3. Village of Cherry Valley Illinois Police Pension Fund Municipal Compliance Report for the Fiscal Year ended April 30, 2022.
Treasurer Gumowski stated that she would like to summarize Items 2 & 3 together as they both pertain to the Cherry Valley Police Pension Fund. Treasurer Gumowski indicated the recommended contribution from the Police Pension for fiscal budget year 2023-2024 is $731,241.00, a decrease of about 12% from the last valuation.
The investment return is included in the Compliance Report and is a negative 8.31%. The Stock Market has been turbulent and the returns are not as bad as they could have been since the Police Pension has a conservative investment structure. The Police Pension’s fair market value last valuation was 49.80% and now is 51.22%. We are still trying to reach 100% funding and actuarially, we are on target to be ahead of the State expected funding by 2039.
Trustee Fustin moved to place the Cherry Valley Police Pension Fund – 2022 Tax Levy/Contribution Certification and the Village of Cherry Valley Illinois Police Pension Fund Municipal Compliance Report for the Fiscal Year ended April 30, 2022 on file. Trustee Hollembeak seconded. All “AYE” none opposed. Motion carried by voice vote.

ATTORNEY’S REPORT: ROXANNE SOSNOWSKI: No Report.

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:
Trustee Fustin stated that there will not be a Planning and Zoning Commission Meeting in November.
BRANDI PEARSE – RECREATION BOARD:
Trustee Pearse stated that there was a wonderful turnout for the Halloween Trunk or Treat Parade; about 250 to 300 children were present. There will be a Recreation Board Meeting tomorrow, November 2, 2022 at 7:00PM to discuss the Santa Event in November. Everyone is welcome to attend.
ORDINANCE REPORT BY TRUSTEE NANCY BELT:
1. Trustee Belt moved that the Village Board waive the rules and consider this the second and final reading of AN ORDINANCE AMENDING THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS, CHAPTER 82 – ZONING, SECTION 82-7 – LOT COVERAGE. Trustee Neville seconded. A roll call vote was taken:

1. Trustee Pearse moved that the Village Board approve the Illinois Municipal League Risk Management Association 2023 Min/Max Contribution for the village’s insurance at a cost of $169,718.21 from line item 5110 (all departments). Trustee Hollembeak seconded. A roll call vote was taken:

Trustee Pearse moved that the Village Board approve Resolution 2022-33: A RESOLUTION OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS TO APPROVE AND AUTHORIZE THE VILLAGE PRESIDENT TO EXECUTE A SALES AGREEMENT WITH REVIZE LLC, ALSO KNOWN AS REVIZE SOFTWARE SYSTEMS. Initial cost is $9,700.00 from line item 5170 Administration. Trustee Belt seconded. A roll call vote was taken:

1. Trustee Fustin moved that the Village Board approve a request to allow Village President David Schroeder to execute an agreement to accept the IDOT STEP GRANT for a total amount of $27,749.57. Trustee Neville seconded. A roll call vote was taken:

Trustee Fustin moved that the Village Board approve Sergeant Jesse Pearse to attend (3) FBI LEEDA (SLI, CLI and ELI) supervisory classes that run from November 14, 2022 through March 24, 2023 in Roscoe, Illinois at a cost of $2,285.00 from line item 5195 Police. Trustee Belt seconded. A roll call vote was taken:

PUBLIC WORKS REPORT BY TRUSTEE MIKE NEVILLE:
1. Trustee Neville moved that the Village Board approve an Engineering Services Contract with C.E.S. INC. for the Cherry Valley Regional Detention Upper Pond – Design Services Project, at a cost of $2,750.00 from line item 5095 Capital Improvements. Trustee Hollembeak seconded. A roll call vote was taken:

2. Trustee Neville moved that the Village Board approve Public Works Employee Andy Wesseln to attend IPSI (Illinois Public Service Institute) Leadership Training from April 23rd – April 28th, 2023 in Effingham, Illinois. Cost of this training would be $100.00 from line item 5195 Public Works and $900.00 from line item 5200 Public Works. Trustee Belt seconded. Village Administrator Claeyssen stated that APWA will be picking up most of the cost of registration and this motion is basically for meals and travel. A roll call vote was taken:

3. Trustee Neville moved that the Village Board approve an Agreement regarding a Driveway Replacement at 8992 Seawitch Drive, Cherry Valley, Illinois as it relates to the village’s East Village Water Main Project. Trustee Hollembeak seconded. A roll call vote was taken:

3. Trustee Neville moved that the Village Board approve hiring Four Seasons, Loves Park, Illinois to install Holiday Lights in the downtown area for the upcoming Holiday Season at a cost not to exceed $13,675.00. This project is budgeted in line item 5170 Buildings & Grounds at $11,000.00. (Includes installation, removal and storage of all holiday lighting and materials). Trustee Belt seconded.
President Schroeder stated that there are two (2) options for the Holiday Lights this year. One option includes decorating the big tree by the log cabin for $4,700.00, the tree is in bad shape and is on its last leg. (Some of the cost to decorate this large tree is related to equipment rental). President Schroeder polled the Trustees to see if they would like to spend the money this year to decorate the big tree. The consensus was to not spend the money to decorate this tree.
Trustee Neville withdrew his original motion and Trustee Belt withdrew her second.

SPECIAL PRESENTATIONS FOR THE FOLLOWING RECOGNITIONS
President Schroeder presented Karen Melloch a certificate for her many Years of Assistance and Service to the Cherry Valley Police Pension Board. Ms. Melloch spoke about her time on the Pension Board, representing the village and the police officers at the same time. She was honored to be recognized.
President Schroeder presented Mike Neville a certificate for his many Years of Assistance and Service – Cherry Valley Police Pension Board. Mr. Neville thanked the village for recognizing him.
Deputy Chief Stockburger presented the Alliance Against Intoxicated Motorist DUI Awards for the following Patrol Officers:
Patrol Officer Morgan Bell, Patrol Officer Victor Crouch, Patrol Officer Jacob Kerr.
Chief Bethge presented the Certificate of Appreciation to Sergeant Jesse Pearse – 20 Years of Service and Professional Dedication on the Cherry Valley Police Department. Chief Bethge spoke of a number of various assignments and duties that Sergeant Pearse has had during his service to the village. Sergeant Pearse thanked everyone and spoke about how the Police Department is truly a family and that it is hard to believe that he has worked for the village for 20 years.
