City of Prospect Heights City Council met Nov. 25

Here are the minutes provided by the council:

CALL TO ORDER AND ROLL CALL - At 6:29 PM, Mayor Ludvigsen called to order the Regular Meeting of the Prospect Heights City Council at City Hall, 8 N Elmhurst Road, Prospect Heights, IL 60070. 

Deputy Clerk Austin called roll. A quorum was present. 

ELECTED OFFICIALS PRESENT - Mayor Ludvigsen, Alderman - Cameron, Anderson, Morgan- Adams, Dolick, Treasurer Tibbits. 

ABSENT - Alderman Dash, City Clerk Prisiajniouk 

OTHER OFFICIALS PRESENT - City Administrator Wade, Assistant City Administrator Falcone, Director of Building and Development Peterson, Director of Public Works Roscoe, Deputy Chief Derman, Finance Director Grieco, Deputy Clerk Austin, Attorney Jim Hess, Digital Communications Technician Colvin. 

PLEDGE OF ALLEGIANCE – Mayor Ludvigsen led the Pledge of Allegiance.

A. November 11, 2024 City Council Regular Meeting Minutes - Alderman Anderson moved to approve the November 11, 2024 City Council Regular Meeting Minutes as presented; seconded by Alderman Dolick.

ABSTAIN - Morgan-Adams 

ABSENT - Dash 

Motion carried 3-0, one absent, one abstain.

(1st Reading)

C. O-24-25 Staff Memo and Ordinance SSA 1 Levy (1st Reading)

Finance Director Grieco gives an overview of the seven tax levy's and what they entail. 

I. R-24-44 Staff Memo and Resolution Authorizing a Bid Recommendation for the Public Service Commons Project with Bulldog Concrete, LLC for the Amount of $18,995 and the Allowance for a 10% Contingency for Unforeseen Conditions 

Item I of New Business was removed from the Agenda. 

J. R-24-45 Staff Memo and Resolution Approving a Renewal Contract with Alliant/Mesirow 

Financial for Property, Casualty, Worker Compensation, and Cyber Liability Insurance for the Year Beginning December 1, 2024 through November 30, 2025 – Alderman Morgan-Adams moved to approve R-24-45 Staff Memo and Resolution Approving a Renewal Contract with Alliant/Mesirow Financial for Property, Casualty, Worker Compensation, and Cyber Liability Insurance for the Year Beginning December 1, 2024 through November 30, 2025; seconded by Alderman Anderson. There was unanimous approval. 

Leah Cozad with Alliant Insurance Services spoke on the contract details they have with the City of Prospect Heights.

K. Approval of the 2025 City Council Regular Meeting Calendar - Alderman Morgan-Adams moved to table Approval of the 2025 City Council Regular Meeting Calendar; seconded by Alderman Cameron. There was unanimous approval.

STAFF, ELECTED OFFICIALS, AND COMMISSION REPORTS 

A. October Financial Report by Assistant Finance Director Bob Tannehill - Finance Director Grieco spoke on the Financial Report and gave an updated account to City Council about where the City is in relation to revenue and expenses for the month of October. 

Assistant City Administrator Falcone- Wished a Happy Thanksgiving and gave a reminder about the tree lighting this Saturday. 

Public Works Director Roscoe- Gave a brief history of the tree lighting and all that went into the prep for this year's event. 

Building and Development Director Peterson- Spoke on some of the new businesses that have joined or will be joining the City of Prospect Heights here soon and gave an update on the RFP for Records Retention Software. 

Deputy Chief Derman- Spoke on the Food Drive that the Police Department held the week prior. 

Treasurer Tibbits- Wanted to give a shoutout to PHTV and to look out for all the content to come this winter season. 

Alderman Cameron- Would like to wish everyone a Happy Thanksgiving and get Director Peterson's thoughts on agenda item 9A. 

Building and Development Director Peterson on Agenda Item 9A- Talked through his report and findings and gave his thoughts on the process that has come from the proposed chicken ordinance changes. 

Alderman Morgan-Adams- Wishes everyone a Happy Thanksgiving. 

Alderman Dolick- Wished everyone a Happy Thanksgiving. 

Mayor Ludvigsen- Gave a congratulations to Deputy Chief Derman who has been promoted to Chief with the retirement of Chief Caponigro.

Deputy Clerk Austin read the warrants. 

Alderman Anderson moved to approve the warrants as presented; seconded by Alderman Cameron to include a TOTAL of $280.967.07, a 11/15/2024 Payroll of $187,026.24, an October IMRF Payment of $15,941.23 and a TOTAL WARRANT of $483,934.54. There was unanimous approval.
