Chicago reopens Roseland clinic as health hub; expands crisis response

Mayor Brandon Johnson and other city officials celebrated the reopening of the Roseland Mental Health Clinic in Chicago, now known as the Roseland Health Hub. The facility, located at 200 E. 115th St., will provide free mental health and sexual health services to all Chicago residents, regardless of insurance or immigration status.

“Today’s reopening of the Roseland Clinic and expansion of the CARE program marks a turning point for mental health care in Chicago,” stated Mayor Brandon Johnson. He highlighted past challenges faced by the city's mental health infrastructure and emphasized his administration's commitment to improving access to essential care.

The event also marked the announcement of an expansion to the Crisis Assistance Response and Engagement (CARE) program. This initiative offers emergency response through 9-1-1 dispatch for individuals experiencing mental health crises. A new Citywide Special Cases team has been introduced, operating outside traditional systems based on direct requests to CDPH.

“This program is critical to providing appropriate professional care to people when they are experiencing a mental health emergency,” said CDPH Commissioner Olusimbo ‘Simbo’ Ige, MD, MPH. She underscored that trained clinicians would ensure immediate care and connect individuals with resources for their needs.

The Roseland Health Hub will provide various services addressing emotional, traumatic, and behavioral challenges through individual and family therapy. It will also offer sexual health services such as testing for sexually transmitted infections, mpox vaccinations, and PrEP for HIV prevention.

Individuals seeking psychiatric medication management can access services at any CDPH Mental Health Center without financial barriers. The reopening aligns with recommendations from the People’s Vision for Mental and Behavioral Health report released in May 2024.

The CARE program began as a pilot involving CDPH behavioral health clinicians working alongside paramedics from CFD and CIT-trained officers from CPD before transitioning fully under CDPH in October 2024. With new hires including mental health clinicians and EMTs, CARE aims to extend its reach across more communities.

When responding to crises, CARE teams offer de-escalation techniques, assessments, referrals to community services, and transportation as needed. Follow-ups are conducted at one day, seven days, and 30 days post-interaction.
