Mary Gill introduced HB1360 in the Illinois House on Jan. 14, 2025, during the general assembly session 104, according to the Illinois General Assembly.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2027 shall provide coverage for all medically necessary diagnostic testing and U.S. Food and Drug Administration-approved treatments or medications prescribed to slow the progression of Alzheimer's disease or another related dementia, in accordance with the U.S. Food and Drug Administration label, as determined by a physician licensed to practice medicine in all its branches. Provides that coverage of U.S. Food and Drug Administration-approved treatments or medications prescribed to slow the progression of Alzheimer's disease or another related dementia shall not be subject to step therapy. Amends the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act to require coverage under those provisions. Effective immediately."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends multiple sections of Illinois insurance and health service codes to expand coverage requirements for Alzheimer's disease treatments. Starting July 1, 2025, the State Employees Group Insurance Program must cover all medically necessary FDA-approved treatments and medications prescribed to slow the progression of Alzheimer's disease or related dementias, which are not subject to step therapy, and any necessary diagnostic testing. From Jan. 1, 2027, all group or individual insurance policies and managed care plans must provide similar coverage. The bill mandates compliance with state insurance code sections and asserts state authority over health benefits to prevent local municipalities and counties from enacting differing regulations. The provisions for Alzheimer's treatment under this legislation will be repealed on July 1, 2027. Various rulemaking requirements are stipulated for implementing these changes, with specific effective dates for different sections.

Mary Gill has proposed one other bill since the beginning of the 104th session.

Gill graduated from Moraine Valley Community College in 2000 and again in 2003 from St. Ambrose University.

Mary Gill is currently serving in the Illinois State House, representing the state's 35th House District. She replaced previous state representative Frances Ann Hurley in 2023.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
