Three city department heads, including Annette Nance-Holt, did not attend a City Council Police and Fire Committee hearing as directed by Mayor Brandon Johnson. Since 1980, firefighters' contracts have aimed for 45 percent minority representation within CFD: 30 percent Black and 15 percent Hispanic. According to last year's data, Hispanic representation has surpassed this target at approximately 18.5 percent, while Black representation remains at 14.2 percent. Critics cite these figures as evidence of racism, though a consent decree mandating minority hiring was abolished in 2022.

The underrepresentation of Black hires is attributed to a lack of interest and difficulty meeting entry standards, despite lowered criteria. The department's focus on diversity has led to political pressure affecting standards negatively. Similar issues are present in the Chicago Police Department (CPD), where "merit" promotions often elevate political appointees rather than reflecting diversity efforts.

Efforts have been made to recruit from African American communities through targeted programs but with limited success due to barriers beyond institutional practices. The city's current approach is criticized for maintaining outdated grievances and race-based preferences which may be seen as discriminatory themselves.

To address these issues without lowering standards or practicing discrimination, it is suggested that politics be removed from hiring processes and efforts should focus on expanding candidate pools while maintaining high qualifications.

The Chicago Public Schools have opened public military high schools and ROTC programs aimed at training future first responders like police officers and firefighters. These initiatives could serve as pipelines feeding into first responder departments akin to military ROTC programs.

Promotions within CFD should be based on service time, grade time, and advanced training rather than controversial testing methods or insufficient evidence of merit alone.

Chicago's emergency services face challenges including aging equipment, staffing shortages leading to exhaustion among EMT personnel, inadequate firehouse conditions affecting health long-term for staff members; these critical issues require more attention from the City Council’s Police & Fire Committee instead of focusing solely on diversity concerns.

In contrast with recent significant contract agreements for other city unions such as the Teachers Union receiving $1.5 billion deals consecutively over two years – CFD remains without an agreement
