PRESIDENT’S REPORT: DAVID SCHROEDER
1. Motion that the Village Board approve a one-year renewal of the village’s Barracuda Subscription License for our mail archiver and firewall with CDW-G, Chicago, Illinois at a cost of $3,316.56 from line item 5377 Capital Improvements.
2. Motion that the Village Board approve the attendance of Village Administrator Jim Claeyssen to the ILCMA (Illinois City County Management Association) 2025 Summer Conference June 3-5,
2025 in Champaign, IL.
• Conference costs is $285.00 from line item 5195 Admin.
• Lodging costs is $572.91 from line item 5200 Admin.
• Transportation: Village assigned vehicle.
• Total costs are $857.91.
3. Motion that the Village Board approve the Village of Cherry Valley Standing Chairpersons and Appointments for Fiscal Year 2025 / 2026 as presented by Village President David Schroeder.
4. Motion that the Village Board approve the Advisory Committee Appointments (for the Planning and Zoning Commission and the Recreation Board) for Fiscal Year 2025 / 2026 as presented by Village President David Schroeder.
5. Motion that the Village Board approve the following Special Event Permits to be held at Kegel’s Harley-Davidson, 7125 Harrison Ave. Rockford, IL: These are all Not-for-Profit Organizations.
• May 31, 2025 - Kegel’s H-D and New Hope Missionary Baptist Church.
• June 11, 2025 - Kegel’s H-D and ABATE of IL – Kishwaukee Valley Chapter.

ORDINANCE REPORT BY TRUSTEE NANCY BELT:
1. Motion that the Village waive the rules and consider this the second and final reading of “A Disposal Ordinance regarding various unused/old Office Furniture from the Cherry Valley Police Department”.
2. Motion that the Village Board pass and approve Ordinance 2025-12; “A Disposal Ordinance regarding various unused/old Office Furniture from the Cherry Valley Police Department”.
3. Motion that the Village Board waive the rules and consider this the second and final reading of “AN ORDINANCE PROVIDING FOR AN INCREASE IN THE HOURLY RATE OF PAY FOR PART-TIME POLICE OFFICERS”.
4. Motion that the Village Board pass and approve Ordinance 2025-13; “AN ORDINANCE PROVIDING FOR AN INCREASE IN THE HOURLY RATE OF PAY FOR PART-TIME POLICE OFFICERS”.
PUBLIC WORKS REPORT BY TRUSTEE MIKE NEVILLE:
1. Motion that the Village Board approve the purchase of a data collection and management software package to transition to a fully digital data management system for well houses, well rounds and water treatment plants from Waterly, LLC Crystal Lake, IL. First year fee includes one-time startup fees at a cost of $4,646.00 from line item 5377 – Software and Software Subscriptions.
2. Motion that the Village Board approve the purchase of various stone materials for the Creek Embankment Stabilization and Rehabilitation at the village’s Spillway on Madigan Creek from Beverly Materials, LLC Hoffman Estates, IL at a cost of $3,993.14 from line item 5135 Streets, from FY 2024/2025.
3. Motion that the Village Board approve to spend up to $2,700.00 for the village’s Annual Street Dance to be held on July 19, 2025 from line item 5260 Public Works.
4. Motion that the Village Board approve the quote from Stenstrom Excavation & Blacktop, Rockford IL for repairing the West Lot at CherryVale Mall which was excavated to repair a village water main break this past winter at a cost of $9,780.00 from line item 5285 Water.
5. Motion that the Village Board approve an invoice from Core & Main, Belvidere, IL for the costs associated with repairing (2) broken water valves on a section of water main on Barnes Blvd. at a cost of $2,564.04 from line item 5145 Water from FY 2024/2025.
6. Motion that the Village Board approve an invoice from Core & Main, Belvidere, IL for the costs associated with an Urgent Large Water Meter Repair at Lou Bachrodt Auto Mall on May 9, 2025 at a cost of $1,697.00 from line item 5382 Water.
PUBLIC SAFETY REPORT BY TRUSTEE SCOTT KRAMER:
1. Motion that the Village Board approve an invoice from Stewart and Associates INC, Freeport, IL to perform (29) background checks related to the issuance of FY 2025/2026 Liquor Licenses at a cost of $2,517.00 from line item 5170 Police.
2. Motion that the Village Board approve a change in the cost for Patrol Officer Fulton to attend the training workshop “2025 D.A.R.E. International Training Conference” at the Indiana Repertory Theater, Indianapolis, Indiana:
• Training workshop time period is now from July 23 -26,2025.
• Lodging is now $1,329.70 (instead of $648.00) from line item 5200 Police.
• Meals: $75.00 per day for a new total of $300.00 (instead of $225.00) from line item 5200 Police.
• Total costs will now be $2,079.70.
3. Motion that the Village Board approve an AGREEMENT FOR REIMBURSEMENT OF ADDITIONAL POLICE PROTECTION SERVICES in regards to the Police Officer Hire-Back Program at the CherryVale Mall, pending village attorney’s review.
4. Motion that the Village Board approve an invoice from CORPRO VISUAL, Loves Park, IL for services provided at the PSR Center at the CherryVale Mall, 7200 Harrison Ave. Rockford, IL at a cost of $1,566.51 from line item 5400 Capital Improvements from FY 2024/2025.
FINANCE REPORT BY TRUSTEE BRANDI PEARSE:
1. Motion that the Village Board approve the bills reviewed and approved by the Budget Director on May 20, 2025 and reviewed and approved by the village trustees present at the May 20, 2025 Village Board Meeting at a total amount of $82,740.60.
