1. Motion that the Village Board approve Resolution 2025-09; A Resolution Authorizing That Various Committee Meeting and Village Board Meeting Minutes From 2023 Be Held Closed at This Time (Since the Need for Confidentiality Still Exists as to All or A Part of These Minutes).
2. Motion that the Village Board approve Resolution 2025-10; A Resolution Authorizing the Release of Closed Session Minutes (Committee and Village Board Meetings from 2023).
3. Motion that the Village Board approve of a Settlement Agreement regarding the Cherry Valley Club II Properties in the Trails of Cherry Valley Neighborhood.
4. Motion that the Village Board approve the following Special Event Permits to be held at Kegel’s Harley-Davidson, 7125 Harrison Ave. Rockford, IL: These are all Not-for-Profit Organizations.
• August 9, 2025 - Kegel’s H-D and Christian Motorcyclists Assoc. – Steel Witness Chapter.
• August 13, 2025 - Kegel’s H-D and Rock River HOG
• September 10, 2025 – Kegel’s H-D and Combat Veterans Motorcycle Association.

ORDINANCE REPORT BY TRUSTEE NANCY BELT:
1. Motion that the Village Board consider this the second and final reading of “AN ORDINANCE AMENDING CHAPTER 66 – TAXATION, ARTICLE I - IN GENERAL, OF THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS TO ADD A NEW SECTION 66-2 FOR THE PURPOSE OF IMPLEMENTING A MUNICIPAL GROCERY RETAILERS’ OCCUPATION TAX AND A MUNICIPAL GROCERY SERVICE OCCUPATION TAX”.
2. Motion that the Village Board pass and approve ORDINANCE 2025-22; “AN ORDINANCE AMENDING CHAPTER 66 – TAXATION, ARTICLE I - IN GENERAL, OF THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS TO ADD A NEW SECTION 66-2 FOR THE PURPOSE OF IMPLEMENTING A MUNICIPAL GROCERY RETAILERS’ OCCUPATION TAX AND A MUNICIPAL GROCERY SERVICE OCCUPATION TAX”.
3. Motion that the Village Board consider this the second and final reading of “AN ORDINANCE AMENDING SECTION 34-40, PART-TIME POLICE OFFICERS OF CHAPTER 34, LAW ENFORCEMENT, OF THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY TO AMEND THE REQUIREMENT OF U.S. CITIZEN”.
4. Motion that the Village Board pass and approve ORDINANCE 2025-23; “AN ORDINANCE AMENDING THE CODE OF ORDINANCES FOR THE VILLAGE OF CHERRY VALLEY, ILLINOIS CHAPTER 2, ADMINISTRATION, ARTICLE III, OFFICERS AND EMPLOYEES, DIVISION 1, GENERALLY, SECTIONS 2-119(b)”.
PUBLIC WORKS REPORT BY TRUSTEE MIKE NEVILLE: No Report.
PUBLIC SAFETY REPORT BY TRUSTEE SCOTT KRAMER:
1. Motion that the Village Board approve a one-year subscription for the Skydio Drone, through Skydio, Inc. at a cost of $2,592.48 from line item 5377 Police (Software and Subscriptions).
2. Motion that the Village Board approve of Sergeant Jones, Patrol Officer Erickson, and Patrol Officer Turkes attendance at a Glock armorer certification course at Winnebago County Justice Center in Rockford, IL on August 7, 2025. Registration $300.00 per officer for a total of $900.00 from Training/Seminars 5195 Police.
3. Motion that the Village Board approve entering into an agreement and sign a Memorandum of Understanding with the Office of the Illinois Attorney General to join the Internet Crimes Against Children Task Force (ICAC). This Agreement allows a Cherry Valley Police Officer to assist in investigations which exploit children in Internet crimes.
FINANCE REPORT BY TRUSTEE BRANDI PEARSE:
1. Motion that the Village Board approve Village Clerk Kathy Trimble’s attendance at the IML (Illinois Municipal League) Conference, held September 18th, 19th and 20th in Chicago, Illinois.
• Registration cost is $0.00 due to being a Risk Management Member.
• Hotel cost is $968.47 from line item 5200 Administration.
• Meal cost is $225 from line item 5200 Administration.
• Parking, Taxis, Tips cost is $293.00 from line item 5200 Administration.
• Rental car TBD.
2. Motion that the Village Board approve the bills reviewed and approved by the Budget Director on July 15, 2025 and reviewed and approved by the village trustees present at the July 15, 20, 2025 Village Board Meeting at a total amount of $172,706.51.
