HONORING OPERATION NORTH POLE FOR HELPING SICK CHILDREN IN NEED
WHEREAS, Operation North Pole is a nonprofit organization focusing on helping seriously and terminally ill children and their families during the holiday season; and WHEREAS, in 2011, Operation North Pole’s first fantasy trip consisted of thirty families taking the train to the “North Pole”- a quaint, 3,000-square-foot assembly hall transformed into a winter
wonderland for the day’s party and visit with Santa Claus; and
WHEREAS, Operation North Pole works with Chicago’s major children’s hospitals to ensure that the
entire family shares in the day’s festivities, which include breakfast, a festive train ride, a visit with
Santa, winter wonderland fun, entertainment, lavish treats, and personal wish list gifts, providing families
with an unforgettable experience amidst very challenging times; and
WHEREAS, every child is treated equally at Operation North Pole, and no child is considered sick on

HONORING THE LIFE AND ACCOMPLISHMENTS OF NILES SHERMAN
WHEREAS, the members of the Cook County Board of Commissioners are honored to recognize the life and accomplishments of Niles Sherman; and
WHEREAS, On Monday, February 6, 2017, God in His infinite wisdom called to his eternal reward Niles Sherman; and
WHEREAS, Mr. Sherman, the oldest of ten children was born on February 8, 1929 to Robert and Amanda Sherman; and
WHEREAS, Mr. Sherman was a proud and dedicated career officer for the Chicago Police Department and President of the Brainard Community Action Coalition; and
WHEREAS, Niles Sherman was elected into office as the alderman of the 21st ward in 1979 and the ward committeeman the following year; and
WHEREAS, He served as alderman of the 21st ward until 1987; and
WHEREAS, Alderman Sherman was a fearless activist on behalf of his constituents. He demanded that Chicago government either “Cut us in or cut it out”; and
WHEREAS, his steadfast dedication to serving others is depicted in the career positions that he held along with the numerous awards and commendations that he received. He served as the Democratic State Central Committeeman of the 2nd Congressional District, Assistant Commissioner for the Chicago Department of Water, and Director of the City of Chicago Youth and Correctional services; and
NOW THEREFORE, BE IT RESOLVED, that the Cook County Board President and the members of the Board of Commissioners would like to extend their deepest condolences and heartfelt sorrow at the passing of Mr. Niles Sherman; and

ANNIVERSARY
WHEREAS, the Montclare Elmwood Park (MCEP) Lions Club is a diverse group of men, women, and families who share a common vision of making their community a better place; and
WHEREAS, since being founded in 1947, the MCEP Lions have been making a profound impact on people's lives and society as a whole; and
WHEREAS, the MCEP Lions live up to their motto of "We Serve" by stocking food pantries, recycling keys and cell phones to benefit battered women and shelters, caring for the elderly, providing programs and services for visually and hearing-impaired people, assisting the youth in the community, and helping combat disease; and
WHEREAS, signature projects of the MCEP Lions include Thanksgiving pie and Christmas food basket distribution, school supply donations, a Reading Carnival, and a scholarship award, to name a few; and
WHEREAS, with 46,000 clubs and 1.4+ million members, Lions International is the world's largest service club organization; and
WHEREAS, Lions International’s mission is to empower volunteers to serve their communities, meet humanitarian needs, encourage peace, and promote international understanding through Lions clubs; and
WHEREAS, the vision of Lions International is to be the global leader in community and humanitarian service; and
WHEREAS, significant accomplishments in the early years of Lions International include Helen Keller addressing the Lions Clubs International in 1925, challenging Lions to become "knights of the blind in the crusade against darkness"; and

HONORING TRINITY HIGH SCHOOL FOR BEING NAMED ONE OF THE BEST
INTERNATIONAL BACCALAUREATE PROGRAMS IN THE U.S.
WHEREAS, the International Baccalaureate, as featured in Newsweek, named Trinity High School in River Forest one of the best International Baccalaureate (IB) programs in the United States; and
WHEREAS, the IB education foundation, founded in Geneva, Switzerland in 1968, aims to develop inquiring, knowledgeable, and caring young people who help to create a better, more peaceful world through international understanding and respect; and
WHEREAS, IB programs teach students to explore what it is to learn, ask challenging and thoughtful questions, develop a sense of identity and culture, and develop the ability to communicate with people from different countries and cultures; and
WHEREAS, IB programs draw on content from educational cultures across the world, encouraging learning across disciplines and providing students with opportunities for individual and collaborative planning and research; and
WHEREAS, the ongoing, rigorous evaluations of authorized IB schools are part of the IB’s commitment to keeping high-quality, consistent academic standards around the world; and

WHEREAS, in the last five years, fifty-six percent of all Trinity graduates received an IB diploma, with its students testing ten percent higher than the national average; and
WHEREAS, Trinity students who choose not to pursue the IB diploma are able to receive an IB certificate for individual courses taken, providing each student, regardless of academic track, with the tools to achieve her highest potential; and

WHEREAS, Forever Green will be held on March 17, 2017 at the Chicago Cultural Center in Chicago and will benefit the Andrew Weishar Foundation, which supports the mission of providing immediate resources to the families of adolescents or young adults battling cancer, and March4Meg, an organization which supports people dealing with melanoma, the deadliest form of skin cancer; and

EARTH DAY 2017
WHEREAS, Earth Day, April 22, is observed around the world to promote a healthy, sustainable environment, address climate change and protect the Earth for future generations; and
WHEREAS, a clean environment is a foundation for a healthy population and a vital economy in Cook County; and
WHEREAS, Cook County has increased energy efficiency through measures such as updating building control systems and lights, and replacing and modernizing boilers and chillers; and
WHEREAS, the County has invested in renewable energy such as solar electric canopies at the Bridgeview courthouse, solar thermal walls at four Department of Transportation and Highways maintenance facilities to provide thermal energy and heat, and a geothermal heating and cooling system at the Skokie courthouse; and
WHEREAS, as part of promoting a clean environment, Cook County has set a goal of reducing its harmful greenhouse gas emissions 80 percent by the year 2050; and
WHEREAS, by pursuing energy efficiency and renewable energy, Cook County has exceeded its greenhouse gas emissions (GHGs) reduction goals. GHGs from County buildings having decreased by 22 percent in five years since 2010, surpassing the target of a 10 percent reduction from 2010 through 2015; and
WHEREAS, the County’s reduction in utility use between 2010 and 2015 has saved taxpayers more than $5 million in utility costs and reduced the CO2 emissions equivalent to the electricity use of nearly 24,000 homes in one year; and
WHERAS, Cook County residents are surrounded by 70,000 acres of protected natural space that is preserved by Forest Preserves staff and many dedicated volunteers. These efforts protect native species and their homes. On Earth Day and every day, prairies, woodlands, wetlands and savanna are cared for though various restoration activities and people can learn about the local environment. On April 22 special activities include Earth Day Celebration and Preserves Clean up at Kickapoo Woods, a family Board of Commissioners BOARD AGENDA April 11, 2017 friendly bird walk at Orland Grasslands, Restoration Work day at River Trail Nature Center, Earth Day Nature Play at Crabtree Nature Center; and
WHEREAS, Cook County is taking action to make all of its communities more sustainable and healthy through additional programs promoting shared community solar electric power; recycling and reusing building material from demolitions; promoting transit-oriented and cargo-oriented development as well as alternative modes of transportation to automobiles; assessing and cleaning up contaminated former industrial brownfields; removing harmful lead from homes; promoting energy efficiency for residents, businesses and local government facilities;

RECOGNIZING MAY 1, 2017 AS NATIONAL LAW DAY
WHEREAS, Law Day is a national day set aside to celebrate the rule of law. Law Day underscores how law and the legal process contribute to the freedoms that all Americans share; and
WHEREAS, Law Day has its origin in 1957, when American Bar Association (ABA) President Charles S. Rhyne envisioned a special day for celebrating the role of law in our society and for cultivating a deeper understanding of our legal system; and
WHEREAS, on February 3, 1958, President Dwight D. Eisenhower established Law Day by issuing a Proclamation proclaiming it "fitting that the people of this Nation should remember with pride and vigilantly guard the great heritage of liberty, justice, and equality under law which our forefathers bequeathed to us." Every President since has issued an annual Law Day Proclamation; and
WHEREAS, on April 7, 1961, Congress passed a Joint Resolution that designated May 1 as Law Day. The theme of Law Day 2017 is "The 14th Amendment: Transforming American Democracy"; and
WHEREAS, the Fourteenth Amendment, ratified in 1868, greatly expanded the constitutional protections available to all through its clauses guaranteeing due process and equal protection; and
WHEREAS, the Equal Protection Clause of the Fourteenth Amendment serves as the vehicle by which many of the protections in the Bill of Rights are enforceable against state and local government actions that infringe upon fundamental liberties; and
WHEREAS, the Due Process Clause of the Fourteenth Amendment is the source of many constitutional rights including procedural protections providing a safeguard against arbitrary laws or unjust court proceedings and includes substantive protection of fundamental rights that are not specifically

WHEREAS, the Citizenship Clause of the Fourteenth Amendment constitutionally defined national citizenship for the first time and guaranteed that the privileges or immunities of United States citizenship would not be denied to any individual citizen; and
WHEREAS, this Law Day provides an opportunity to understand how the Fourteenth Amendment, one of the most cited constitutional provisions serves as the cornerstone of landmark civil rights legislation and federal court decisions protecting fundamental rights. This transformative amendment is a source of inspiration for all those who advocate for equal justice under law.

WHEREAS, Hattie M. Green was born on January 18, 1923 in Canton, Mississippi to the union of Eddie and Mary Lee Escho; and
WHEREAS, Hattie is one of six children. Hattie attended Camon Elementary School and Canton High School in Canton, Mississippi; and
WHEREAS, Hattie moved to Chicago at the age of sixteen, and continued her education at Chicago State University; and
WHEREAS, Hattie worked for various companies around the Chicago area. Hattie decided to retire from the Seeburg Corporation Company after eighteen years of service; and
WHEREAS, Hattie Green was married to Frank Green for thirty-two years; and
WHEREAS, Mrs. Hattie Green has lived in the Auburn Gresham community within the 4th district for more than fifty-years; and
WHEREAS, Hattie is currently an active block club member with the 8700 So. Bishop Block Club; and
WHEREAS, Hattie was a member of Pilgrim Baptist Church for over 60 years, before she joined Love of Christ Baptist Church in 2011 where she remains an active member; and

HONORING CATHOLIC CHARITIES ON THE OCCASION OF ITS 100TH ANNIVERSARY
WHEREAS, Catholic Charities began in 1917 when a group of Catholic businessmen petitioned Cardinal Mundelein to create a central Catholic charity in Chicago to relieve the burden on Catholic parishes, struggling to meet the needs of the booming immigrant population as well as the poor and the sick; and
WHEREAS, during the Great Depression, Catholic Charities was a key partner in a city-wide effort to aid families struggling to survive prolonged unemployment. The agency also became known for caring for orphans and children of unwed mothers as well as the mothers themselves; and
WHEREAS, during the 1960s, Catholic Charities began to provide Head Start services; and
WHEREAS, in the 1980s, Catholic Charities became one of the largest providers of foster care and other child welfare services in the area; and
WHEREAS, through the 1990s and into the 21st Century, Catholic Charities expanded its programming for seniors and built affordable residences for this population; and
WHEREAS, during the same time, Catholic Charities partnered with state and federal programs on a new model for distributing food and social services through Women, Infants, and Children centers in Chicago; and
WHEREAS, along with the new initiatives, Catholic Charities continued to provide emergency assistance, counseling, addiction services, and employment and training; and
WHEREAS, today, Catholic Charities of the Archdiocese of Chicago is one of the largest private, non-profit social service agencies in the Midwest, annually assisting more than one million people Board of Commissioners BOARD AGENDA April 11, 2017 without regard to religious, ethnic, or economic background; and
WHEREAS, every 30 seconds, someone turns to Catholic Charities for assistance. Catholic Charities offers 150 programs at 164 locations across Cook and Lake counties; and
WHEREAS, Catholic Charities has more than 3,000 well trained and dedicated staff who are aided by more than 15,000 volunteers; and
WHEREAS, in the last year alone, more than 250,000 people received food, clothing, shelter, and rent and utility assistance at Emergency Assistance sites in Chicago, Cicero, Des Plaines, Worth, South Holland, Waukegan, and Summit, and nearly 70,000 people were served a warm meal; and
WHEREAS, on May 7, 2017, Archbishop Christophe Pierre, Apostolic Papal Nuncio to the United States, will preside with concelebrants Cardinal Blase Cupich, Monsignor Michael Boland, and Bishop Joseph Perry at a Mass of Thanksgiving in honor of the 100th Anniversary of Catholic Charities of the Archdiocese of Chicago at Holy Name Cathedral.
NOW, THEREFORE, BE IT RESOLVED, that the President and Board of Commissioners of Cook County do hereby honor Catholic Charities for a century of service--supporting individuals, families, and communities--guided by respect, compassion, competence, and stewardship.

WHEREAS, Josephine Wade made a decision at the age of 15 that the way to reach her dreams is to become an entrepreneur; and
WHEREAS, Josephine entered the business world at the age of 21 and quickly established herself as a hard worker and strategic business woman; and
WHEREAS, Josephine Wade pursued her interest in being a restaurateur and mortgage broker for 33 years; and

WHEREAS, Mother Wade is a loyal member of Carter Temple CME Church; and
WHEREAS, Mother Wade express her love for her community by committing her time and energy as a member of the Board of Directors of the Albertina Walker Scholarship Foundation as well as being a member of the Community Advisory Board for Carver High School and the Harold Washington College's Hospitality Program and several national associations; and
WHEREAS, on March 4, 2017 the intersection of 79th Street and South Vernon Avenue was named in her honor; and

WHEREAS, Gene Pingatore has admirably served since 1960 as an educator, mentor, and head basketball coach of St. Joseph High School in Westchester, Illinois; and
WHEREAS, Gene Pingatore was born in Cicero, Illinois, currently the 16th District of Cook County, and attended St. Mel’s High School where he played on the 1954 City Championship team; and
WHEREAS, upon graduation from high school, Gene Pingatore received an athletic scholarship and played basketball for Loyola University of Los Angeles; and Board of Commissioners BOARD AGENDA April 11, 2017
WHEREAS, Gene Pingatore returned to Chicago in 1960 and served nine years as an assistant under Pat Callahan, prior to taking over as head coach for the St. Joseph Chargers during the 1969-70 basketball season; and
WHEREAS, throughout his 48-year career at St. Joseph High School, Gene Pingatore has led the Chargers to 27 East Suburban Catholic Conference Championships, two Catholic League North titles, 32 regional titles, 13 sectional titles, six top-four finishes, and two state championships-in 1999 (Class AA) and 2015 (Class 3A); and
WHEREAS, Gene Pingatore has coached numerous NCAA and professional basketball players, including three notable McDonald’s All-Americans: Deryl Cunningham ‘89, Daryl Thomas ’83, and NBA great Isiah Thomas ’79; and
WHEREAS, Gene Pingatore added another milestone to his legendary career on February 11, 2017, when he won his 1000th career IHSA game with a 81-71 victory over St. Rita in the first round of the Chicago Catholic League Tournament; and
WHEREAS, according to the National Federation of State High School, Gene Pingatore became only the 15th boys’ basketball coach in the United States to achieve 1,000 victories; and
WHEREAS, Gene Pingatore is the winningest coach in Illinois high school basketball history and first to reach 1000 wins; and continues to inspire so many young men to excel in athletics, academics, and as leaders in their communities;

years of service.
WHEREAS, Inez is an active member of New Nazareth Baptist Church, and has been a member for 61 years.
WHEREAS, Inez was crowned Prom Queen of New Nazareth Baptist Church in 2013, and will forever hold this title. She lives and is an active member in her community for 61 years.
WHEREAS, Inez comes from a family of entrepreneurs, that was spearheaded by her father’s teachings.
WHEREAS, Inez has a wonderful group of grandchildren who cares for her, and she loves them dearly. She calls her eldest grandchild Harold Wilbon her right hand. He is there for her every beck and call.

IN MEMORY OF JAMES W. RYAN
WHEREAS, James W. Ryan’s long legal career was exceptional for many reasons; he was one of the longest serving Assistant States Attorneys, one of the longest serving Staff Attorneys for the Circuit Court of Cook County, but it was his integrity and wisdom that made him a treasured member of the bar and the community. When he died at the age at age 81 he left behind a devoted family, countless friends, colleagues and a community enriched for having known him; and
WHEREAS, while a leader at the Cook County State’s Attorney’s Office, James Ryan set the highest standards for integrity. During his long tenure as a Cook County Assistant States Attorney he was uniformly regarded as one who deeply respected the office and will long be remembered for his thorough work and his high ethical standards and professionalism. Above all, he will be remembered as a model Board of Commissioners BOARD AGENDA April 11, 2017 of kindness and affability; and
WHEREAS, James W. Ryan enjoyed a lengthy and distinguished legal career. He was genuinely admired and respected by his fellow lawyers and gave generously of his time to better the profession; he was an active member of the Chicago Bar Association for over fifty years. He served on the Domestic Relations Committee where he was appointed secretary, vice chair and chairman. For over a decade he was a member of the Chicago Bar Association’s Legislative Committee and was Chairman of the Domestic Relations Legislative Committee. He served on the Screening Committee that appointed Guardian Ad Litem for twelve years; and
WHEREAS, James W. Ryan was an expert in child support and domestic relations who helped fashion egislation that protected children and brought justice to Cook County Courtrooms; and
WHEREAS, James Ryan will be dearly missed by his family, friends, and neighbors. His loss will befelt acutely by his wife, Theresa. Along with so many other relatives and friends, the community mourns the loss of James Ryan; and
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County, on behalf of the 5.2 million residents of Cook County commemorates the extraordinary life of James W. WHEREAS, Mayor Jones launched the initiative to resurface 13th Avenue, which for many years went without maintenance and was a problem for the people of Broadview; and

WHEREAS, among the most important of those accomplishments was the construction of an over pass on 25th Avenue that enables vehicles to pass without being tied up by railroad traffic; and

WHEREAS, Sam Pulia was elected Mayor of the Village of Westchester in 2009; and

WHEREAS, Mayor Pulia is a decorated police veteran who has served as deputy chief of the Westchester Police Department and as chief of the Willow Springs Police Department; and
WHEREAS, Mayor Pulia traveled to New York City after the September 11, 2001, terrorist attacks to aide local police officials with security and search and recovery efforts; and

HONORING RAY OVERTON
WHEREAS, Ray Overton was born October 27, 1926 to Arthur L. Overton and Osca C. Presley; and
WHEREAS, in February 1952, Ray married Wilma Wilks of Colp, Illinois. He was drafted into the U.S. Army eight months later and was discharged two years later with an Honorable Discharge; and
WHEREAS, in 1956, he and his wife gave birth to their first daughter, Armintha, and in 1960 their second daughter Princess was born. After his wife passed away in 1961, Ray became his daughters’ primary caregiver; and
WHEREAS, in 1961, Ray successfully started Ray Overton Studios, as a Commercial Artist in the basement of his home. He remained in business for over 50 years and was still creating promotional advertising, sign art, lettering and graphic designs until he passed; and
WHEREAS, Ray was dedicated to his community, serving as Block Club President for 25 years; and bowled in as many as five bowling leagues at one time. He was an excellent bowler, captain, league secretary and president.
NOW, THEREFORE, BE IT RESOLVED, by the President and Cook County Board of Commissioners to celebrate the life of Ray Overton and the sincere appreciation of the President and the Cook County Board of Commissioners is extended to the family of Ray Overton...end
