Jed Davis, a representative from Illinois, has raised concerns about the Illinois Department of Children and Family Services (DCFS) treating a license as certification, which he believes risks errors by under-experienced investigators. This statement was made on the Prairie State Wire Podcast.
"They've got a license, but man, they lack the experience, which you need," said Davis, State Representative from Illinois. "We're not dealing with remedial things. These are people's lives. So you need that experience, and that's the certification, which is crystal clear in the law that DCFS is trying to tell me the license is the certification, which is scary."
Illinois law mandates that DCFS investigators be licensed as Child Welfare Employees (CWEL) under 89 Ill. Adm. Code 412. Certification is required to verify training in safety assessment, case documentation, and investigative ethics. Recent amendments adopted in 2023 have strengthened supervisory oversight and continuing education standards following state audits that cited unqualified investigators handling active cases.
According to the Illinois Department of Children and Family Services’ 2025 Executive Statistical Summary, the agency employs approximately 1,900 investigators with an average of six years’ experience and a certification completion rate near 85%. Persistent turnover and delayed training cycles have led to staffing shortages affecting caseload compliance and investigative timeliness.
A performance audit conducted by the Illinois Auditor General in 2025 found that cases handled by uncertified or provisional staff showed higher rates of documentation errors and delayed findings. The report linked lapses in certification compliance to 12% of substantiated case reversals on appeal, highlighting the impact of investigator training quality.
State Representative Jed Davis serves on the Adoption & Child Welfare and Family Law committees and has sponsored legislation demanding stronger DCFS accountability and parental rights protections. A first-term Republican from Yorkville, Davis has publicly criticized DCFS for training gaps and staff turnover.
