Village President David Schroeder called the Committee of the Whole Meeting to order at 7:03 PM. Roll call was taken by Deputy Village Clerk Heather Riley:

Also present: Attorney Roxanne Sosnowski, Deputy Chief Todd Stockburger, Village Treasurer Maureen Gumowski, Village Administrator Jim Claeyssen, Village Engineer Sheri Kosmos C.E.S. INC., and Deputy Village Clerk Heather Riley.

ADOPT THE AGENDA:

Village President Schroeder entertained a motion to adopt the agenda with two changes:

• Trustee Neville will be giving the Ordinance Report in Trustee Belt’s absence.

• There is no General Public Works Update Report this evening.

Trustee Hollembeak moved to approve the amended agenda. Trustee Neville seconded. All “AYE” none opposed. Motion carried by voice vote.

APPROVE THE COMMITTEE OF THE WHOLE MEETING MINUTES:

Trustee Hollembeak moved to approve the September 26, 2022 Meeting Minutes. Trustee Neville seconded. All “AYE” None opposed. Motion carried by voice vote.

PUBLIC COMMENT: None.

ORDINANCE –TRUSTEE MIKE NEVILLE FOR CHAIRMAN TRUSTEE NANCY BELT.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. After some discussion, Trustee Neville moved to send to the Village Board to waive the rules and consider this the second and final reading of AN ORDINANCE OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS AUTHORIZING THE DISPOSAL OF CERTAIN PERSONAL PROPERTY OWNED BY THE VILLAGE OF CHERRY VALLEY. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

PUBLIC WORKS –CHAIRMAN TRUSTEE MIKE NEVILLE.

ENGINEER’S REPORT:

1. Village Engineer Sheri Kosmos gave an update on the following items:

• Regional Detention Improvements – will rebid project in 2023. – C.E.S has contacted several contractors regarding this project in hopes of having more bidders in the Spring.

• Well 7 – Well House – Drilling estimated to be completed by end of November. Water sampling in December. Test results anticipated by mid/end of February (8 weeks) then building and treatment design can restart: Approximate Design Schedule

o Design Drawing completed for submittal to IEPA/Winn Co – TBD

o IEPA review is 90 days from submittal

o IEPA/Winn Co proved review comments – TBD

o Revise per comments and resubmit – TBD

o Plans approved – TBD

o Advertise for bidding - TBD

• Well 7 – Drill Only – IEPA drill permit submitted. (90-day review) – IEPA Permit was received on 9/12. Equipment set up. Drilled 40 Ft. and set and grouted initial casing pipe (36” diameter) Daily site inspection to review progress. Drilling to start Tuesday for 24” casing pipe (5 days +/-) Pay request 1 reviewed and forwarded for payment.

• East Village Water Loop – Completion date Nov. 30 2022. Water main re staked for new alignment 10/5. To review project in field with contractor and PW. Start date still tentative in Oct. Village discussed paving 1 driveway in Spring with separate contractor. C.E.S. waiting direction.

• Village Parking Lot Projects (North Walnut Street Lot, Lot behind Post Office). C.E.S provided participation costs for other owners benefiting from paving. Milling scheduled for 10/13. Concrete work tentatively scheduled 10/13-10/14. Paving and pavement marking tentatively scheduled for week of 10/17. C.E.S prepared notice for businesses and residents for distribution by 10/11.

• State Street Alley (pedestrian improvements) – Field work completed. Design starting. Discussed with Village staff on bidding early 2023 since not enough time to complete in 2022.

• Walnut Street Parking and Canoe Launch parking expansion – Field work 90% completed. Concepts being developed to review with Village Staff week of 10/10.

• Other Projects:

o IDOT Bridge Inspections – Winnebago County preparing IGA to agree to perform future inspections.

o C.E.S and PW providing utility coordination with IDOT regarding I-39 project.

o C.E.S updating village zoning map per staff request.

o C.E.S provided research on Risk and Resilience Assessments needed by IEPA for water system.

o C.E.S to complete field work and start design for 2023 CIP construction projects by end of 2022.

NEW BUSINESS:

1. Trustee Neville moved to send to the Village Board approval to purchase a 9’ BOSS Straight Blade Snow Plow from K-KAP Toppers, Rockford, Illinois in the amount of $8,175.00 from line item 5420 Capital Improvements. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

2. Trustee Neville moved to send to the Village Board approval to send our Public Works Employees to the Annual Snow Plow Rodeo, hosted by the Northwest Branch of the APWA (American Public Works Association) and IMLRMA (Illinois Municipal League Risk Management Association). This event will be held at Sand Park Pool in Loves Park, Illinois on Friday, October 21, 2022. There is no registration cost for this event and lunch is provided by the APWA. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

3. Trustee Neville moved to send to the Village Board approval for Public Works Employees Garrett Anderson, Steve Strasser and Andy Wesseln to attend ArcGIS Pro Basic Training on November 2, 2022. This training will be held at the Rockford Park District Training Office in Rockford, Illinois. It is a one-day event at no cost to the village. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

4. Trustee Neville moved to send to the Village Board to allow Public Works Employee Garrett Anderson to attend IPSI (Illinois Public Service Institute) Leadership Training from April 23rd – April 28th, 2023 in Effingham, Illinois. Cost of this training would be $100.00 from line item 5195 Public Works and $900.00 from line item 5200 Public Works.

Trustee Neville asked Village Administrator Claeyssen if it was too late to have Public Works Maintenance Worker II Andy Wesseln enrolled to take this class in April as well. Administrator Claeyssen stated that he would look into this and if there is still available space in the class, he will have it put on an upcoming agenda to get him enrolled. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

5. After some discussion, Trustee Neville moved to send to the Village Board A RESOLUTION OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS TO APPROVE AN AGREEMENT WITH THE CHERRY VALLEY FIRE PROTECTION DISTRICT TO CONTRIBUTE TO EXPENDITURES FOR THE 2022 MUNICIPAL PARKING LOT IMPROVEMENT PROJECT FOR ADDITIONAL PAVING IMPROVEMENTS ON FIRE PROTECTION DISTRICT PROPERTY. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

6. After some discussion, Trustee Neville moved to send to the Village Board A RESOLUTION OF THE VILLAGE OF CHERRY VALLEY, ILLINOIS TO APPROVE AN AGREEMENT WITH JT&T CHERRY, LLC TO CONTRIBUTE TO EXPENDITURES FOR THE 2022 MUNICIPAL PARKING LOT IMPROVEMENT PROJECT FOR ADDITIONAL PAVING IMPROVEMENTS ON JT&T CHERRY, LLC PROPERTY. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

DIRECTOR’S REPORT – No Report.

EX-OFFICIO’S RECREATION BOARD REPORT:

• Trustee Pearse stated that the Village’s Trunk or Treat Halloween Parade will be on October 29, 2022 starting at 4PM at the Old School Park and ending in Baumann Park.

• Please call-in nominations for the Halloween Decorating Contest to Heather Riley at Village Hall.

PUBLIC SAFETY – CHAIRMAN TRUSTEE JEFF FUSTIN.

CHIEF’S REPORT: Report by Deputy Chief Todd Stockburger –

• Chief Bethge, Deputy Chief Stockburger and Administrative Services Manager Carrie Parent attended a work summit that was very informative.

• “Chat with the Chiefs” will be Thursday October 20, 2022 at the Venue Center.

• Sergeant Pearse will be celebrating 20 years with the Village on October 13, 2022.

• Officer Rach passed his Crash Reconstruction Specialist certification testing last week.

• Breaching door training has been very beneficial to the department.

• Graffiti in the park has been cleaned up; thank you to Public Works for seal coating the 30 feet of graffiti.

• Officer Stormy the Comfort Dog is settling in at the department.

FINANCE – CHAIRMAN TRUSTEE BRANDI PEARSE.

UNFINISHED BUSINESS: None.

NEW BUSINESS:

1. Trustee Pearse moved to send to the Village Board to approve an invoice from Winnebago County Animal Services for the concluded service year for July 1, 2021 through June 30, 2022 at a cost of $6,841.32 from line item 5170 Public Works. Trustee Fustin seconded. All “AYE” None opposed. Motion carried by voice vote.

2. Trustee Pearse moved to send to the Village Board to authorize up to $10,000.00 to be used for costs associated with Step 1 of Phase II for the Armed Forces Memorial Park from line item 5360 Administration. Trustee Hollembeak seconded. All “AYE” None opposed. Motion carried by voice vote.

PERSONNEL COMPENSATION & BENEFITS – CHAIRMAN TRUSTEE SALLY HOLLEMBEAK.

NEW BUSINESS:

1. Health Insurance – Please see monthly report. Any questions please see Treasurer Maureen Gumowski.

2. Trustee Hollembeak moved to send to the Village Board approval to offer a Flexible Spending Account Option to village employees to let them pay medical, dental and vision expenses not covered by health insurance with pre-tax dollars. Trustee Neville seconded. 3 “AYE” 2 ABSTAIN (Trustee Pearse and Trustee Neville).

3. Trustee Hollembeak moved to send to the Village Board approval to renew the Village’s Group Medical Plans with Blue Cross/Blue Shield of Illinois for the period of December 1, 2022 – November 30, 2023. Trustee Neville seconded. All “AYE” None opposed. Motion carried by voice vote.

4. Trustee Hollembeak moved that the Committee of the Whole send to the Village Board a Conditional Offer of Employment to Mr. Jacob Kerr to serve as a Part Time Patrol Officer for the Village of Cherry Valley. Trustee Neville seconded. All “AYE” None opposed. Motion carried by voice vote.

EXECUTIVE SESSION:

Village President Schroeder excused Village Treasurer Maureen Gumowski from the meeting at 7:31PM.

Village President Schroeder made a motion to go into Execution Session for the following:

5 ILCS (2)(c)(11) Litigation – when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court of administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
