Elizabeth Marrero: Spoke about nonprofit organization called “juntoz” who are the coordinators of this year’s Viva La Indenpedencia Parade happening September 15, 2024. Washington Street to Downtown. Welcomed everyone to register and participate in the parade.
Pastor Willie Molon: He shared that everyone in the community must come together in order to bring peace, love and compassion.
Frank Pitts: Shared prepared comments regarding Israel-Hamas Ceasefire, encouraging the City of Waukegan support a Resolution.
Margaret Carrasco: Addressed that the City of Waukegan must have an interpreter by law available. Recognized the Palestinians previously present, invited everyone to next community event happening June 6th 2024 at 6:00 PM specially the three Latin Aldermen. She addressed Ald Guzman and Martinez about community issues. Next, she spoke about the Fiestas Patrias and celebrating the culture and traditions.

The Committe of the Whole recommended adoption of Ordinance Amending the Waukegan Code of Ordinances to Prohibit of Sale of Illicit THC Products and Kratom.

Corporation Counsel Stew explained that Ald Guzman wont be recusing himself during liquor licenses matters because he no longer has a liquor license with the City of Waukegan.

Ald Guzman shared this market is in his ward and is okay with owners having the liquor license as long as they keep the sale of liquor low and focus on the sale of groceries more. Owners explained that their liquor sale will be 5-10%. Ald Martinez asked about beer and wine. Owner clarified that is exactly what they will be selling.

Ald Guzman sent his congratulations for coming back. Nickki Sullivan from the Waukegan Yacht Club shared their excitement their return. Ald Turner asked about the restaurant/bar being open to the public and encouraged the club to promote their lunched. Ms. Sullivan explained their 15% revenue public limitation.

Ald Turner questioned about this agreement. Director of Planning and Zoning shared that this grant is a coalition of cities and counties led by Kane County further explained the grant. This grant is a 20% match.

Ald Florian asked about the adjustment. Mayor Taylor and Corporation Counsel Stew further explained this item and the price comparisons to other local cemeteries and the new prices.

Ald Turner asked what a side letter was. Mayor explained that the contract is already signed and negotiated so this side letter is to increase the wages. Corporation Counsel further explained this item.

A. Alderperson Time
Ald Guzman: Spoke about recycling, demotion permits regarding old St. Therese Hospital and alternative/overnight parking. Addressed everyone who have attended the meetings and told everyone to get along and find a resolution to this conflict.
Ald Martinez: Congratulated those who have graduated, neighborhood watch meeting will be held on June 17th 6-7PM location: 528 Tiffany Drive. In addition, Clean Sweep Initiative Program YCC happening in the third ward. Thanked Mr. Bahena and Eddie for their YCC support during the ward clean up. Shared Waukegan Township Senior Program for grass cutting assistance. Addressed business and said it is their responsibility to keep their businesses clean. Sent condolences to Sade Robinson family and told everyone to call him at 847.390.2689
Ald Felix: Attended the fundraiser for the Grupo Folklorico and Student Council. Sent his condolences to the family of Dr. Modena Ozell Stinnette. Shared that food was provided to mothers on Julian Towers and the Lilac Ledge apartments for Mother’s Day and thanked State Senator Rita Mayfield, Crystal Sanchez, Jeff McBride, Gloria, Mike Morales and all volunteers. Took a tour to the Waukegan Beach, questioned illegal motor bikes and Deputy Chief Neal clarified. Told everyone to focus on the positive things in our community, encouraged everyone to speak up, acknowledged the ceasefire and said that audience requesting translation should obtain more time to speak.
Ald Newsome: Shared that the YCC group will be cleaning the alleys of the 5th ward May 31st . Thanked Eddie, Chris from Public Works and the YCC.
Ald Turner: Reminded everyone not to place glass clippings out on the streets. Needs an explanation for tree cutting prices and received numerous complaints about water bill new rates being charged since April not May and discrepancies. Spoke about a shooting, police action and information being kept away from the aldermen and the community. In addition, alternative parking, noise ordinance and audience/alderman time being unlimited. Shared the expansion of the 6th Ward Reward Program seeking for information of anyone being in possession of and illegal firearm along with Ald Donnenwirth, Ald Guzman, Ald Martinez, and Ald Felix will offer 5 rewards for $1,000. Any information provided will be anonymous.
Ald Donnenwirth: Spoke about the city charges for tree cutting. Hosted a pizza party along with Ald Turner at Quonset to celebrate all graduates. Thanked City staff for taking care of things from top to bottom. Encouraged everyone to report things happening in town and to take all safety measures and precautions.
Ald Florian: Spoke about the Animal control and kudos to everyone involve in the process. Thanked Sam Green from Planning and Zoning for the recognition of historically significant properties. Sent condolences to the Sade Robinson family and friends and shared that aldermen must hold themselves to a higher standard of conduct. Said that 3 minutes should be enough for each alderman just like the public.
Ald Hayes: Thanked everyone for the repaving of Huntington Lake, spoke about construction on corner of Belvidere and O’plaine, safety signal needed at River Road and 120. Also spoke about the Ramada Inn and old St. Therese hospital demolition.
