1. Committee discussion and a motion to send to the Village Board approval to purchase (3) Mueller Fire Hydrant Assemblies to be used on the upcoming Elgin Street Water Main Project from Core & Main, Belvidere, IL at a cost of $18,270.00 from line item 5380 Water.

2. Committee discussion and a motion to send to the Village Board approval of a Change Order regarding additional work to be done at the entrance to our Newburg Village Neighborhood (replacing the remaining curb and gutter) from Rock Road Companies, Janesville, WI in the amount of $19,952.00 from line item 5390 Capital Improvements.

3. Committee discussion regarding having a bathroom constructed in the village’s Granary.

CHAIRMAN’S REPORT:

EX-OFFICIO’S RECREATION BOARD REPORT:

1. Committee discussion and a motion that the Committee of the Whole approve a proposal from SECURITY PRO INTEL, INC. Loves Park, IL for private security services for the village’s Annual Street Dance to be held on July 20, 2024 at a cost of $434.50 from line item 5360 Administration.

2. Committee discussion and a motion that the Committee of the Whole approve a rental agreement with Sunbelt Rentals, Rockford, IL for approximately 200 feet of Pedestrian Barrier for the village’s Annual Street Dance to be held on July 20, 2024 in the 100 & 200 block of E. State Street at a cost of $737.80 from line item 5360 Administration.

NEW BUSINESS:

1. Committee discussion and a motion to send to the Village Board approval of an agreement between the State of Illinois, State Police and the Village of Cherry Valley for a FOID Revocation Grant in the amount of $11,120.03 and authorize President David Schroeder to sign the agreement.

FINANCE – CHAIRMAN TRUSTEE BRANDI PEARSE.

1. Committee discussion and a motion to send to the Village Board a change in the village’s funding policy / calculation as it relates to the actuarial calculation of the village’s Police Pension Fund. (Discussion led by Treasurer Maureen Gumowski).

2. Continued committee discussion from the April 22, 2024 Committee of the Whole Meeting regarding paying mileage vs. rental car for Administration Staff to attend seminars and training classes.

3. Committee discussion and a motion to send to the Village Board to attend the 2024 IML (Illinois Municipal League Conference) that begins September 19, 2024 per the reimbursable expenses listed by Village Administrator Claeyssen dated July 3, 2024.

4. Committee discussion and a motion to send to the Village Board a request for Treasurer Maureen Gumowski to attend the IGFOA (Illinois Government Finance Officers Association) Conference in Springfield, IL September 8 – 11, 2024.

• Hotel costs (estimated for 3 nights) is $400.00 from line item 5200 Administration.

• Meals at $50 per day, (4) days is $200.00 from 5200 Administration.

• Mileage is 400 miles @ $0.67 per mile is $268.00 from line item 5200 Administration.

• Total conference costs not to exceed $1,318.00.
