Today, Mayor Brandon Johnson announced the appointment of Francisco "Frank" Velez as the Executive Director of the Chicago Office of Emergency Management and Communications (OEMC). Velez, who has nearly three decades of experience in public safety, currently serves as the Acting Executive Director of OEMC. His background includes serving as Deputy District Chief for the Chicago Fire Department with a focus on special operations and event coordination.
Mayor Johnson expressed confidence in Velez's leadership, stating, "Frank is an experienced leader and someone who understands exactly what it takes to keep Chicagoans safe. I’m confident that he will play a critical role in helping us make Chicago the safest big city in America. I want to thank Frank for accepting this opportunity to serve the great people of our city."
Velez shared his thoughts on his new role, saying, “I’m honored to be appointed to lead the men and women of the Office of Emergency Management and Communications. As a veteran of the Chicago Fire Department I know the critical role that OEMC performs to keep residents, visitors and first responders safe. Whether it’s answering the more than 20,000 calls each day to the City’s 9-1-1 and 3-1-1 centers or in the field responding to an emergency, OEMC’s work is vital to our safety and security.”
During his tenure at the Chicago Fire Department, Velez held various positions including Deputy District Chief with responsibilities in special operations and event coordination. He worked closely with multiple agencies for major events such as the 2024 Democratic National Convention and Lollapalooza.
Velez's career began as a paramedic with the Chicago Fire Department. He has served as an instructor at the Chicago Fire Academy and mentored students interested in public safety careers through programs like the Chicago Police and Fire Training Academy.
His professional journey includes roles such as licensed practical nurse, Emergency Medical Technician, Paramedic, and Ambulance Commander. His education spans institutions like Northwestern University and Illinois Institute of Technology.
Born and raised in Chicago, Velez resides there with his family. The appointment awaits City Council confirmation.
