City of Winchester City Council met August 7

City of Winchester City Council met Aug. 7.

Here is the minutes provided by the council:

John Paul Coonrod, City Attorney - ITARP, Safe Routes to School. There is a new opportunity and he would like to reapply. Per John Paul he will not charge the City unless we receive the grant.

MOTION: Cathy Debold made the motion that Attorney Coonrod reapply and is only paid pending we receive the funds. Jeff Pittman seconded. Roll call resulted in all yeas. Motion carried.

John Paul Coonrod, City Attorney - Request permission to attend the 2019 Illinois IML Conference in Chicago September 19-21.

MOTION: Bill Jacquot made the motion that John Paul as the City Attorney and Rex McIntire as City Mayor may attend the fall Illinois IML Conference in Chicago September 19-21, 2019. Jeff Pittman seconded. Roll call resulted in all yeas. Motion carried.

Ron Bell, Fire Committee - Fred Andrews has requested four new uniforms for the new fireman. Uniforms cost $1,405.00 apiece.

MOTION: Lawrence Coultas made motion to purchase 4 new bunker gear for the fireman that cost $1,405.00 per bunker. Cathy Debold seconded. Roll call resulted in all yeas. Motion carried

Gregg Lewis - Wanted to let John and his Crew know they are doing a job well done on the

sidewalks around the square. Also wanted to know if there was something we could do to the hotel to make it look more presentable. Gregg suggested maybe a coat of paint and remove the electric wire.

Mayor McIntire said he has had many complaints and would contact Mr. Whewell.

Adjourned the meeting to go to closed session.

MOTION: Lawrence Coultas made motion to go into closed session at 10:22 p.m. Cathy Debold seconded. Roll call resulted in all yeas. Motion carried.

MOTION: Lawrence Coultas stated he thinks we should make offer of $45,000.00 on Newman Building former First State Bank and Community Building owned by Ms. Newman. Cathy Debold seconded. Roll call resulted in all yeas. Motion carried.

MOTION: Cathy Debold made motion to adjourn the meeting at 10:59 p.m. Bill Jacquot seconded. Roll call resulted in all yeas. Motion carried.

MOTION: Bill Jacquot moved to accept the bid from Chris Parker if only low bid received from Jerry Moore by close of business on August 9, 2019 at 4 p.m. Cathy Debold seconded gravel at City wells. Roll call resulted in all yeas. Motion carried.

MOTION: Lawrence Coultas moved to accept bids from contractors for gravel and road at Nichole Dr. with low bid being accepted by Mayor McIntire with work to begin immediately.

Terry Gregory seconded. Roll call resulted in all yeas. Motion carried.

Rex McIntire, Mayor - Steve Granger with the Winchester Bowling Alley has filled out a TIF application asking for assistance from the TIF district for work being done to the building. He received a bid from Duane Crockett in the amount of $7350.

MOTION: Lawrence Coultas made the motion to fund project using TIF funds. Cathy Debold seconded to give $1837.50. Roll call resulted in all yeas. Motion carried.

Rex McIntire, Mayor - Second TIF request was filled out by the Pharmacy Plus. Painting was done on the front of the building to improve the looks. Two bids were received for the work. 1st bid was for $14,000.00 and a 2nd bid was for $7,000.00.

MOTION: Terry Gregory made the motion upon receipts of proof of payments the City will partially fund project using TIF funds. Bill Jacquot seconded to pay $1750.00 upon receipt. Roll call resulted 5 yeahs and 1 Na. Motion carried.

Rex McIntire, Mayor – Tif received the first tax installment in the amount of $50,000.00.

Rex McIntire, Mayor – The blue squad car is currently at Kemper's being worked on. Chief Lindsey completed Officer Nate White's six month probation form and is due for increase in salary.

Rex McIntire, Mayor - Morgan-Scott CEO program has asked for their yearly donation. In the past we have donated $1000.00.

MOTION: Cathy Debold made the motion to pay $1000.00 to the Morgan-Scott CEO program. Lawrence Coultas seconded. Roll call resulted in all yeas. Motion carried.

Rex McIntire, Mayor - MFT bids were opened on July 17th at 10 a.m. Two bids were handed in. Illinois Valley - $25,296.50 and Illinois Road Contractors - $26,952.50.

MOTION: Ron Bell made the motion to accept the low bid of $25,296.50 from Illinois Valley.

Bill Jacquot seconded. Roll call resulted in all yeas. Motion carried.

Rex McIntire, Mayor - Library Board would like to appoint R.J. Pasley.

MOTION: Lawrence Coultas made the motion to appoint R.J. Pasley to the Library Board.

Terry Gregory seconded. Roll call resulted in all yeas. Motion carried.

The Winchester City Council held their monthly meeting August 7, 2019 at City Hall. Mayor Rex McIntire called the meeting to order, with the following council members present: Ron Bell, Lawrence Coultas, Cathy Debold, Terry Gregory, Bill Jacquot, Jeff Pittman, and Pro Tem Clerk Angie Doolin. City Clerk Brenda Robinson Absent.

Also in attendance were: Amy Brown, City Treasurer; John Simmons, Supt. of Public Works; John Paul Coonrod, City Attorney; Carmen Ensinger, Scott County Times, Libby Nobis, Winchester EMS; Lynette Schafer, Winchester EMS; Katie Gregory, Greggory Lewis, and Steve Granger.

MOTION: Ron Bell moved and Lawrence Coultas seconded to appoint Angie Doolin Pro

Temp Clerk. Roll call resulted in all yeas. Motion carried

MOTION: Lawrence Coultas moved and Ron Bell seconded to pay bills as presented. Roll call resulted in all yeas. Motion carried.

MOTION: Jeff Pittman moved and Terry Gregory seconded to approve and dispense with the reading of the minutes from the July 3rd meeting. Roll call resulted in all yeas. Motion carried.

Katie Gregory, Park Board - Parks and recreation will have a clean-up day Saturday September 21st from 9 a.m. - 12 noon. Mrs. Gregory also asked permission from the council to have a 5K race on Saturday, October 26, 2019 at 10 a.m. with the use of the pavilion and restrooms at the park. City Council had no issues.

Lynette Schafer, Winchester EMS - Lynette Schafer presented to the council why the Winchester EMS is asking for the support with Tax District. Lynette Schafer asked the council for a letter of support and to have it to them by August 16, 2019.

MOTION: Lawrence Coultas moved and Terry Gregory seconded to have the City of Winchester draft a letter consenting to the taxing district. Roll call resulted all yeas. Motion carried.

John Simmons, Street Superintendent - John stated he received a quote from Chris Parker in the amount of $950.00 for rock for the Wells. They were waiting on another bid from Jerry Moore. Bill Jacquot suggested that Rex or John accept the lowest bid.
