I. OPENING OF MEETING 10:00 A.M.—160 North LaSalle Street, S-401, Chicago, IL
II. PRESENT
Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas,
Member of the Local Panel; Kimberly Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal,
Associate General Counsel; and staff members.
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD September 7, 2017
Chairman Gierut called for approval of the minutes of the September 7, 2017 meeting. Member Anderson moved to approve
the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.
IV. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS
1. Case No. L-CA-15-042
Teamsters Local 700/County of Cook and Cook County Sheriffs
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision.
Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. L-CA-17-001
Michael J. Conroy/City of Chicago (Fire Department)
General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision.
Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. L-CB-17-028
Dudlita Prewitt/American Federation of State, County and Municipal Employees, Council 31 General Counsel Kim called the case. Member Anderson made a motion to approve the proposed written decision.
Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.
V. BOARD ACTIONS
1. Case No. L-RC-17-006
American Federation of State, County and Municipal Employees, Council 31/City of Chicago General Counsel Kim called the case, and noted that no party filed exceptions to Administrative Law Judge Hamburg-Gal’s Recommended Decision and Order. The Board declined to review the decision on its own motion.
2. Case No. L- UC-16-009
American Federation of State, County and Municipal Employees, Council 31/City of Chicago General Counsel Kim called and presented the issues of the case to the Board. After a lengthy discussion, Member Thomas moved to accept the Administrative Law Judge’s Recommended Decision and Order with modifications. Chairman Gierut seconded the motion, and the Board passed it unanimously, by a voice vote.
VI. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VII. PUBLIC COMMENT
No members of the public were present.
VIII. ADJOURNMENT
Chairman Gierut called for a motion to adjourn. Member Anderson made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
