The Chicago City Council has approved the sale of city-owned land at 2311-2315 S. State Street and authorized up to $11.9 million in Tax Increment Financing (TIF) for the Southbridge Phase 1C development.
The project will redevelop a vacant site that has not been used since 1982 into an 80-unit high-rise mixed-use building at the southeast corner of 23rd Street and State Street. The new building will offer studio, one-bedroom, and two-bedroom rental apartments. Of these, 44 units will be set aside as affordable housing for households earning between 30% and 80% of the Area Median Income (AMI). The development will also include about 1,500 square feet of commercial space on the ground floor and tenant amenity areas.
Southbridge Phase 1C is a transit-served residential project expected to create around 90 construction jobs and seven permanent positions. This phase continues the broader Southbridge redevelopment plan, which aims to revitalize the former Harold Ickes Homes public housing community. It also expands housing opportunities for former Ickes residents who have a right of return.
According to city officials, this initiative brings an underused property back into productive use by providing both affordable and market-rate housing options that support equitable growth in the neighborhood.
